Shoddy Battle has an option to scale Pokemon's levels depending on their stats, in order to 'equalize' strong and weak Pokemon. Doesn't do anything for movepools, and I'm not sure it's used much, but it's there.
Also, if you want to change Pokemon's stats, movesets and abilities, there's a way YOU can do so - run your own Shoddy Server! Whether it would get much interest is another matter.
