    That won't really help to be honest - Dragon only hits other Dragons for SE and most of Latios' power comes from spamming Draco Meteor. At best I can bluff a Choice Scarf, but I need the power to break through Steels. Expert Belt would work better on other Dragons that have other powerful moves...
