Torterra is better off with either Rock Polish, Curse or Leech Seed/Stealth Rock sets. This is coming from a guy that has used a Scarfterra before.

and also something to note: on PO's LU tier they either banned or moved most of the problem pokemon in smogon RU to their UU. Its also weird because they use a 5% rather than a 3.4% cut for tiers, or at least thats what I believe they do. Also regigigas in LU doesn't surprise me.

After a honeclaws, and with eviolite, it becomes just like Metagross and can do a lot of damage. Im not surprised that you had success with it.

I would imagine people would have some luck with a Shell Smash set from Crustle, but like Skwog said: too many special attackers.
