VGC has it, but smogon and vgc's only overlapping rules are species clause. JS. challenge me on showdown to ou, ill show you there isn't any.

Ok and your point would prove exactly what? That it doesn't exist. Smogon has an item clause rule they observe. VGC has their rule for it. I want to play in a VGC format, ergo I observe their rules. What's so hard about that?

ok then. OU is a completely different metagame from VGC. first of all, VGC is doubles and OU is singles. unless you want to play with vgc rules and smogon rules in OU, you should change the tag to VGC. if you're playing with both smogon and vgc rules, you're just limiting yourself.
