lol I actually think 3 out of the 4 mons you mentioned (Bannete, Latios, Hoopa) need to drop in the first place. Btw I was talking about C being an exaggeration. C- kinda is but I think that could possibly happen if the meta moves more kind towards it (which it atm isn't really)
