Thanks for the vote. The speed evs on all pokemon are just so they outspeed other mons with similar base speed. With probopass, you want to be able to outspeed nd trap other probopass. With seis you want to be able to outspeed and g knot other sei and with plume, a plume vs plume situation always gives you the advantage if you have enough speed to outspeed the other one.
