I'm not sure about your radio advances, but it looks fine. Turning does not advance the frame. The only way to check your seed is to catch a wild pokémon.

What you have for frame advancement is wrong. 128 steps in an area with no pokémon advances the frame by the number of pokémon in your party.

The explanation is still logical. Doing all of the steps you took, you would get a frame of 17. So you're going to have to tune/detune the radio once before you enter the cave, I suppose. EDIT: Beaten.

Well it really depends on his target frame. If his frame is low, in the 20's or even 50's, it might be more reliable to do it the old fashioned way.

Not entirely true, I think. You can walk 128 steps within the cave to advance the frame by the number of pokémon in your party, can't you?
