as per smogon tournament rules:

if there's more entrants than slots available (we had slightly over 1024), then 3/8 of the last slots are randomized. everyone from slot 641 and onwards were randomized so that those with posts over post count 1024 could make it in, with proper rng

it's smogon policy and i dont agree with it (should be flat out first come first served imo) but i have to follow it
