If someone hits you while you're doing the fan dance it's a counter move. Against characters without projectiles you can basically spam it and almost be invincible.

It only means the very, very top layer, 128. It was probably done to fix the glitch where you turn invisible if you stand on that layer. Skysoar isn't getting screwed :p
