Trying to get good IV's and Hidden Powers without RNG abuse is pretty futile. You want to do RNG abuse to get this, and the easiest way to get HP Ice Mienshao is to catch it while RNG abusing outside Dragonspiral Tower. I got one that way, and it was actually pretty easy for an RNG abuse.

Poison/Dragon

Level up Nincada to level 25, and allow it to evolve into both Ninjask and Shedinja. Then, let the Ninjask learn Swords Dance. This method lets Shedinja get the level-up moves from any one level of Ninjask's level-up.

I think the main issue here is that the offensive stat-boosters will never find an opportunity to set up, since even the walls this generation have offensive presence, and priority is common enough that a frail boosting sweeper needs to have a significant amount of HP left in order to survive...
