We had the same idea to level the playing field, either moving it to autoconfirmed or #. However, /permissions caps out on the bottom level at whitelisted. We'd need it to go down all the way to autoconfirmed, so that's unfortunately not a solution.

Considering the nature of Tech & Code, talking about programming and code, this matches an actual need. Tech & Code is in favor of this.
