May I suggest replacing either Protect or Substitute for Dragon Dance for Garchomp? If you are good at predicting you could essentially get up a free Dragon Dance, or with the Sand Veil ability + Sand Stream you could get lucky. Also, in that sense, it may be good to give Garchomp a focus sash...
