ppl why does my delay go so low? my target is 600 in 14 sec with 12 of frame, i always hit my frame and secs but my delay gos from 580 to 590

ppl im having some trouble here with my totodile my target is 2013/01/31 time: 10:06:14 with a delay of 602 frame of 14 i keep getting this delay 598 and a target of 14 why is this? why cant i get a the delay of 602?

hi people i need some help with the rng iv that im doing via hatching. My target frame is 12 and the delay is 601 but i got a frame of 10 and delay of 608 i know i got this because of the coin flips. What should i do next? do everything again untill i get the perfect ivs or what?

it is in the same directory mignot it is not that hard to extract a file and place it in the same folder. That is not the case i think its the framework thing in some way.
