It seems its pure luck for the most part, it took me forever to get a timid one. I am prob WRONG here, but the advancement with the rain could be roughly 1-3 frames per second. I counted roughly 15-16 seconds before letting it fly away (There was a set of timid frames roughly 20-30 away from the start) and I somehow got timid. Again though, its probably pure luck I got it since there is no way of knowing what frame I landed on since Tornadus is male only with only 1 regular ability. The only thing I can recommend is to pick the lowest possible IV frame so you don't waste time walking.

Sorry for the delay, but yes I can help you. I'm just gonna let you know now that the PID does not determine IVs. You hit a delay/second for IVs, then check for PID upper and lower parts of the seed. You then advance the PIDs to the one you want. I haven't done eggs, so I can't help much there. If you still have questions I should be on IRC later.
So which regionals will you probably attend this year and which age devision will you be in?
