I've always hated confusion ever since generation 1, and Foul Play/Prankster just made it that much worse. I'd be in favor of just banning Swagger, Confuse Ray, and Flatter altogether under a Confusion Clause in the same way that Double Team and Minimize are banned.

As long as the new parent has the same region as the one you're replacing I don't think it makes a difference in the shiny hatching odds. I've never heard of this "chain" when it comes to breeding.
Ideally we would have a separate test for Masuda Method and tipping but I'm not sure people are that patient. So I thought we might as well take advantage of the research we're already gathering and kill two birds with one stone.
There seem to be some websites that indicate tipping influences...
