There's an easier way to determine Hidden Power if you're playing Pokemon Platinum. A guy in the Game Corner prize house (right of the Game Corner) will tell you the Hidden Power type of your Pokemon (unless if it can't learn Hidden Power.) I haven't confirmed this for HGSS, though.

To answer your question, no, Metagross cannot learn it becuase it is genderless. This is because both parents of the baby Pokemon must learn a move that the baby would learn during level-up (only) if it wants to have that move on Level 1. This is how, say, you would get Endeavor on a level 1...
