Ban individual broken Swift Swim sweepers. It is a simple solution and bans shouldn't be overly complicated if it can be avoided. Banning Drizzle would also be simple but I'm not entirely convinced it's broken without the broken Swift Swimmers.

Of course, a strategy is almost certain not to beat better strategies when the number of games approaches infinity. However, that always applies, not just for moves with low accuracy. The better typing is the whole point, since Dragon moves are only resisted by one type while Grass is resisted by seven and many pokes have a double resistance, even. So, you'll likely do more damage and the potential switchins are more predictable.

Sazandora isn't at its best in a 3 vs 3 format, in which the random wifi matches are fought. Random wifi favors playing offensively and having high speed, so it's really no surprise if Latios is generally the better choice there.

You have more information to base your predictions on and thus, prediction involves less luck. It's one thing to choose out of a few possibilities compared to all possibilities for unrevealed pokemon. It rewards skilled players for thinking harder about their prediction instead of random guessing.
