Umm, shouldn't the complete moveset be at least linked to the OP? Also, base stats. Sorry for nitpicking.

Back to the topic, I think Exploud still has its merits as it retains its own little niches in the metagame, and managed to probably get a new one in Scrappy abuser. However, I can't help thinking Kanghaskhan can still pull this off better as she has a way higher attack to play with. Exploud's decent Satk and access to a whole bunch of fire moves makes it easier to kill off Skarmory anyhow, if you'd want to use him anywhere near the metal bird.

You might want to add a Soundproof Baton Pass recipient, 91/91 can be boosted to decent sweepy levels.

I don't think this has been mentioned yet, uproar now has a 90 base power (up from 50)

some pros
no more sleep (no being put to sleep, and no more enemies resting to heal.)
same damage as hyper voice
does not cause confusion at the end like outrage or thrash
lots of effective pp

some cons
locks in attacking for several turns (though atleast with scrappy no ghost could come in with impunity.)

Putting uproar on an exploud could give it an interesting niche.

If Uproar is in effect on the field, sleep is negated. Rest will fail, sleep inducing moves will fail, sleeping pokemon will wake up.

Who knows what Sleep Talk does, but I would assume it would wake the user up.
