I think that Smogon's hurting itself by not outright banning the "big four" -- that is, Deoxys (Attack, Normal, Speed, possibly Defense, but we'll have to see about that once the smoke has cleared a bit), Shaymin-s, Darkrai, and Inconsistent. I've heard things that have said that it is being discussed, but honestly we need some action now. Why are we letting these broken things just sit here and ruin our metagame when we specifically made it so that Phil could make these quick decisions in case of something like this? He ruled on in-game mechanics, so I see no issue with banning them here. Shaymin-s is just awful; even stuff like Nattorei outright loses to Seed Flare + Air Slash, and sometimes it can even be taken down / weakened to the point where next time Shaymin-s comes in Nattorei will lose. Scizor takes a 3hko. You basically need Bronzong, who takes a 5HKO from a Seed Flare + Air Slash. While that sounds awful, remember that Bronzong has to not get flinched three times; one to break a sub, one to weaken it, one to knock it out. Or two, if Shaymin-s lacks a Substitute. But keep in mind that a lot of Shaymin-s carry Hidden Power Fire to knock out those steel types that are being used solely for it, and some are even Life Orb, which make the process even quicker. Shaymin-s also has a ton of opportunities to come in. Roobushin Mach Punch, Gliscor, Hippowdon, Burungeru, etc. While the stats don't suggest it, Shaymin-s is also pretty bulky for a Pokemon with the massive Special Attack and Speed it possesses. It can take stuff like ScarfChomp Outrage in a pinch and throw back Seed Flare to knock it out. Roobushin Mach Punch barely scratches it, and the same goes for Hitmontop Sucker Punch or Fake Out. When you combine this with the ridiculous sweeping capabilities, you definitely have something that is broken.

Next is Darkrai, which, though not as bad as Shaymin-s, is still awful in its own right. With the new sleep mechanic, Darkrai is nigh guaranteed to net one "kill" per game. And that's not even the bad part. STAB Dark Pulse off of 135 base Special Attack, often boosted by a Life Orb? Are you kidding me? How has this thing lasted a week? Fighting priority is the sole thing keeping it from being Kyogre-level broken, since with its blazing 125 base speed, the only things that beat it naturally are Jolteon, Crobat, Shaymin-s, and ability speed doublers. Focus Blast + Dark Pulse offer insane coverage. Dark Pulse boosted by Nasty Plot and Life Orb basically say "Fuck you" to anything that doesn't resist it, and some things that do. Focus Blast nails Roobushin and friends hard. Good luck switching in if you take 70% on the switch. If you make it, good luck doing it again. And again, Darkrai has some decent bulk. Most Mach Punches won't OHKO it. Technician Hitmontop with max Attack can't OHKO without prior damage / Stealth Rock, and can't guarantee the OHKO without 20% prior damage. I'm not sure if Roobushin OHKOs -- probably not, but don't take my word on that. I know from experience that LO Infernape averages around 63% on it. "Weak" attacks like Gliscor Earthquake manage to do around 35%, not enough to stop it from using Nasty Plot and getting that kill.

Deoxys is interesting. Too much of a pussy to take on any priority, but jesus can this thing hit hard. Life Orb Psycho Boost, something that I've seen people use a lot, hits like a goddamn truck. Nothing can survive two hits from this bad boy. With minimal prediction, Deoxys-A can rip through a defensive core without a second thought. Something like Psycho Boost / Superpower (note: this is enough to get three kills per game) / Extremespeed / Hidden Power Fire is beastly. Superpower or Hidden Power Fire cuts through Steel-types like a hot knife through butter. Maybe Specially Defensive Bronzong could survive two Hidden Power Fires, but definitely not three. Superpower is ridiculously strong, and offers some great coverage. The only way to beat Deoxys-A is priority or outspeeding it, really. Psycho Boost is enough to slice up most of the offensive teams. Extremespeed makes it a revenge-killing juggernaut. Kingdra rampaging at 45%? Extremespeed. Scarf Shaymin-s Air Slashing you? Extremespeed. ScarfChomp at 35%? Knocked out. Deoxys-s is another story. It is more for the "REVENGE-killing", since it sacrifices power for the ability to take on Scizor and opposing Deoxys-A and -N. Ice Beam / Superpower / Hidden Power Fire / Extremespeed cuts up a lot of stuff. Save it for the end game and watch it go. Ice Beam is replaceable, I guess, for something to beat Burungeru or other waters, but while Deoxys-A focuses on beating the living shit out of anything with sub-150 speed, Deoxys-S is more about picking off the frail threats that plague offensive teams. Plus it can clean up like nothing I've ever seen before. Deoxys-N is a watered-down Deoxys-A. And i haven't seen too many -D, so I can't comment.

And we arrive at the most broken thing to ever grace this god-forsaken game that we call Pokemon. Inconsistent. Jesus christ, this thing is the stupidest ability ever. You could be up 6-1, and the opponent gets just a little lucky, and bam, you lose. This is terrible players beating skilled players because of luck. Isn't that something that we try to avoid? I've been up 4-1, and had Octillery sweep me. Once it gets the elusive speed / evasion boost, you have virtually lost unless the other player gets insanely unlucky. And the worst part is that he only loses 12% per Substitute with Leftovers and Protect. So if you force it out once, it can come back in later with minimal damage on it. Rinse and repeat until you lose. This is a no skill strategy. It also breaks Evasion Clause, which, now please correct me if I'm wrong here, was voted a clause by a super majority in PR. OH yeah, I'm not wrong. We're letting something out that has a very real, very good chance to be doubling its evasion in one turn. Moves that always hit? Good luck with those. Seed Flare? Have fun while I sweep you. Plus it's inevitable that Octillery gets to +6 in every stat, or enough stats to where it can sweep (+6 speed/special attack comes to mind here). And what resists Toxic / Surf? RestTalk Water-types will eventually get killed by +6 Surf, and are forced to Rest and Octillery's boosts mount. Burungeru can't break Octillery's Substitutes after one Special Defense boost. Even if it goes -1 -> +2, Burungeru is out of luck. Octillery can sweep any team, no matter how prepared. Let's be honest, though, if every Pokemon on your team is built to specifically handle Octillery, what are you doing against the 75+ other major threats that lurk in the shadows...

They already tested Darkrai, Shaymin, Deoxys-A, and Manaphy. The playerbase raised its voice and they were banned in the blink of an eye.

At this rate we're going to end up like the Official Server did on Shoddy when they refused to get rid of Garchomp and Wobbuffet. PO's been in full force for a while and we're still dragging our feet. What gives? Speaking as someone who dabbles in both metagames, the problem Pokes stick out like sore thumbs and with them banned, PO Server's metagame has definitely improved. How much more convincing do you guys need to make the right decision?

Seriously, if moves and abilities are the same, than banning moves and abilities are the same.

My point was that move pools are as inherent to a pokemon as its abilities-- but we ban moves (double team, fissure) therefore, we should also be able to ban abilities if there is a need.

How could you possibly fuck that logic up??

By the way, some dude before actually did 6-0 a standard OU team with a Bidoof. A Bidoof. That says something about Inconsistent.
 
So you think we could see a rise in haze users again? Octillery without its boost seems rather mediocre - although the counter argument is that once it's fully boosted then its going to be faster than your hazer... would it be feasible though?

Not only that, but haze merely resets its boosts - it's like switching it out and back in again with a few less PP. Perish Song is the ultimate defence against last-pokemon Octillery, but only a few decent pokemon get it (Politoed, Gengar and Celebi have it but the latter two can be doing much better things with their movepool).

It's so easy to be critical of the process when things are in this state. This current first stage of the testing period is only 2.5 weeks, which is at a much faster pace than any of the Gen 4 tests were. In addition, the first testing period is this short so any of these so called "obvious bans" can be found and dealt with much faster than the future bans, which will be as controversial as Garchomp and Salamence. We have been trying to move towards a more democratic process to get more people involved since Smogon has grown a lot since the Advance days, where the head of the Smogon Tour was the sole decider of tiers. Period. If we started have Phil decide (with or without the approval of his council) that we should ban A, B, and C, then we are, in my opinion, taking a step backwards to how things were decided in Advance. Not that there is anything wrong with that, but after hearing all the complaints about how we weren't open enough last gen with too strict requirements, it is not a step I would like to take.

Actually, you are wrong. Evasion clause is for banning moves that raise only evasion, not for anything that increases evasion. This is why Sand Veil and Snow Cloak are still allowed in standard, and BrightPowder and Acupressure, if you choose to use them, were legal in Gen 4. (PS: Evasion clause is currently defined as "A player cannot increase their Pokémon's evasion stat with a move that specifically increases evasion. Items or indirect boosts do not break this clause.")

What matters is the end result and the journey of how we got their. Is there any problem with waiting an extra week and a half? If we don't ban these suspects in that time, will other sites get even farther and farther ahead of us? And if they do, so what? We decide tiers for our own site only, and don't have any date we have to be done by. Rushing things and having Phil to quickbans like this (which he and his policy crew have decided against) was a power Phil reserved only for emergency situations, and I don't think the current metagame qualifies as one.

These moves are exceptional; they simply got banned to make a ''metagame'' possible. Also, we banned them in general, we didn't look each pokémon's case; we looked at the move in general, not Pokémons. For Inconsistent, we cannot look at the ability in general for there is very few Pokémons who actually get it.

What are you talking about? Why shouldn't we ban Inconsistent to make the metagame better and more competitive? Who cares if Bidoof can't run an Inconsistent set any more? Ban the ability. Every pokemon who uses it has other abilities.

@anti Inconsistency measures:

Haze: lol, Octillery might be mediocre, but Octillery behind a sub is definitely not. Did you look at those offensive stats? If you are having to resort to haze, that's still 2 free shots Octillery gets on your haze user coming from it's impressive offensive stats-- and it'll get to do this every time it comes in until your haze user is dead.

Perish Song: Because this is such an ideal solution to the problem. Octillery still gets so many free turns to beat on your face.

Instead of banning inconsistent, how about an "inconsistent clause." The ability is banned, but the clause is not considered OU standard.

The clause could be mandatory in tournaments or ladder matches ect.

Everyone seems to be concerned about laddering with inconsistent present. Maybe giving people the option to play without it would work? I'm just bouncing ideas around. Make of this what you will.

EDIT: I've been thinking about something interesting that might be worth discussing:

Rayquaza in OU

We all know him. Great 150/150/90 offensive stats, and reasonable 105/90/90 defenses. Air lock, extremespeed, swords dance. But could he be viable in OU?

No way, you say. He's too powerful! He has everything! He's the best dragon in the game!

I feel that, unless he's running a mixquaza set, he's largely outclassed by the other OU dragons, who can do what he does with higher speed, more specialized abilities and better typing. Vague statement, I know. Let's delve a little:

Base 95 speed is faster than dragonite and kingdra, and ties with kyurem. Everything else outspeeds him. This is important to note when considering a DD set. It also renders outrage an extremely risky maneuver, leaving him a sitting duck to a faster draco meteor or ice beam. While this may not have been a huge problem for dragonite in the past, it's an undeniable flaw. You can't argue Extremespeed as a solution either. Without a +2 boost, It can't OHKO many bulkier opponents who can threaten you. Just ask Deoxys-A. You can opt for the SD set, but you're now checked by non-scarved pokes. If you want to invest in attack and speed, you just make it easy for heatran and nattorei to heckle you.

What would he do in OU? If you want a dragon dancer, you're better off with mence. BulkyDD? Dragonite, gyara or ttar. Mence does mixed faster too. A physical SD set is better handled by garchomp, bar extremespeed. Special set? Sazando can use a scarf or cheer up set with STAB dark pulse, u-turn and half the ice weakness. Kyurem has... Well, he has frozen world. Speed issue solved on the switchin!

Ray has a possible niche with air lock, SD and extremespeed.

A lot of his counters already exist. He'd fit right into the current OU metagame IMO. Worth a test at the very least.

DISCLAIMER: I'm kinda tired, so I'll be back tomorrow to go over the stuff I missed and explain that stupid thing I probably said somewhere.

That means it's OU Standard. And while we can have several ladders, we can only have one standard (main) one. If (who am I kidding when) it is banned, people are free to play with it on non-standard ladders (if one allowing inconsistent is made) or in unrated matches if they wish.

What is so special and godly about the idea of banning a Pokémon that it never gets any criticism while other methods of banning frequently do? That's what I want to know. Slippery slope only happens when you go beyond a ban that you can say in one sentence.

Seriously, why? I would like to know what is so great about banning a Pokémon rather than a move or an ability. Don't bring up precedent, either. Not just here but even in other games, there are examples of banning things other than characters, such as all items from Smash Bros. and certain equips from Dissidia.

We never actually told anyone outside the site to follow our tiers. Why should we follow PO's tiers? We're also in no hurry right now to have a balanced metagame. So what if PO has more people than we do right now? As long as Smogon retains its skilled players, we're not going anywhere.

I'm going to reiterate that the "pilot metagame" is an important part of the process to test how it works before the real controversy comes up. I hate this pilot as much as anyone else does, but people hated Abomasnow and Staraptor in Gen 4 UU too and yet that pilot was played for a whole month with them before they were banned. The only reason to stop this practice now is this misplaced fear of competition and eventual overthrow. We're really not going anywhere.
 
I'm not sure if this has already been discussed, but if you are talking about luck, why not ban jirachi? Every jirachi I face has the same strategy: try to flinch hax you to death, not so different from incosistent users that stall until they get their needed boosts.
Really, that particular jirachi killed 2 of my pokemon using ONLY iron head and flinching them over and over and they were water pokemon that are fairly bulky too. Basically, one of them was able to attack once (a hit that almost took jirachi down) and the other wasn't so lucky, since he only got flinched from full health to 0 (about 10 or something hits, while the other one took 10 hits too).
I fail to realize how this is any different than incosistent, really. Of course, you can argue I should use an inner focus pokemon, but that would be the same as saying "use an unaware pokemon".

It's different from inconsistent in that Jirachi is using a pretty lousy attacking type to flinch you with. For togekiss, he's not fast enough to outspeed everything you want to flinch. Steel isn't the greatest attacking type out there and counters to this strategy already exist in heatran and lucario.

Though I will agree Iron Head Jirachi takes even less skill than inconsistent to use and isn't fun to fight against at all.
 
JT Swift, you're kidding about letting Rayquaza into OU, right? Even though he's outclassed at certain areas, on average he's just about the ultimate dragon. If Rayquaza is to be allowed, Groudon, Giratina, and now we're at it, Kyogre, should be allowed in OU just as well.
 
The thing about Iron Head Jirachi is that, even assuming your claim about that being Jirachi's only strategy were true (a laughable assumption, really), the fact is that the probability of Iron Head flinching a Magnezone or a Heatran to death is barely over 1%. And Jirachi STILL hasn't even begun to sweep a team by that point.
 
Yeah that 5 base speed isn't that important when you have 150 attacking stats on both ends (making him far outclass salamence and dragonite as a mix set) and extremespeed allows him to sd up and kill faster pokes with extremespeed off of 150 base attack. And you could only revenge a dd set with scarf chomp- you can't switch him in for fear of draco meteor.

I didn't say it was his only strategy, pal, I said it's the one that 99% of jirachi users actually use.

And in the end we would have to rely on very specific counters, the same way we would have to use specific counters to beat inconsistent members. I'm not saying they are the same, I'm just saying that they have the power to cripple your team based on luck alone. The way they work is completely different though.

With all of the controversy about the ability inconsistent, I believe that even though it may not end up being "broken," it is certainly detrimental to the OU metagame. If your opponent's octillery or bibarel gets behind a substitute, then there is practically nothing you can do except hope that it gets bad boosts. Users of haze, clear smog, perish song, and whirlwind all have to take a hit to the face before reseting the boosts. And the inconsistent user can still come back in and boost. The inconsistent user has NOT fainted!

Given that the root of all the complaints of Octillery and Bibarel (and Bidoof even!) come from their new ability, it seems logical that inconsistent itself needs to be considered for banning. Smogon has not banned an ability before, but in these circumstances it would be the right thing to do. Honestly, how many of you like facing off against an inconsistent user? More often than not, your hands are tied behind your back as you hope and pray it doesn't get the boosts that it wants. Where's the fun in that?

If inconsistent is deemed ban-worthy, then what should be the fate of inconsistent? Should it be sent to Ubers like soul dew was in gen IV, or should it be banned from competitive pokemon entirely, like double team? I don't know the answer, but I just wanted to get the question out there, as I am not really an Ubers player.
 
I think it should be tested in Ubers first. I've seen some logs of uber battles but I honostly believe that with things Like Kyogre, Dialga, and Zekrom (Basically super powered Thunder in the rain) it'll be much easier to get past Inconsistent users.
 
If, and only if, Inconsistent is banned, then it should only be part of Evasion Clause.

(It can also lower evasion.)

Magnezone/Magneton may have to run Magnet Bomb just to deal with this, if the Magnezone/Magneton in question usually carries Flash Cannon.
