When a new generation is introduced, what happens to the banlist? Because i don't believe my friend when he says a team of manaphy, deoxys, therian forms, and blaziken is an ou team.

This is the new and updated banlist. As you can see, we have two OU tiers in the moment: One with Pokebank implementation and one without. Your friend is referring to Pokebank OU, which can only be simulated by a simulator, of course.
 
can I one shot a jolly garchomp ev'd for attack and speed with a timid spc attack ev'd jolteon using HP ice?

Only when you boost HP Ice somehow you will be able to kill it. Without hazards or a Life Orb you will only have a chance less likely than a OHKO move.

In Generation 6, Fire Blast received a nerf to power, lowering from 120 to 110, but kept the 85% accuracy. Is this move still worth using in it's current state? Or would Flamethrower be the better alternative now for competitive use?

Why was the species clause implemented? What aspect of the species clause can make a team overpowered?
In the fourth gen there was this whole crazy thing with garchomp
Where some guy said he could beat a team of uberz using only gar chomps
He ran em but each of them with a different set like one choice scarfed
Another banded, left overs, and ect.
Well using 6x garchomps turned out to be better broken I'm the fourth gen
Which is why showdown does that rule

Well the two I am considering about is a 252 SpA Charizard Y and a 252 SpA Ninetales.

Charizard Y definitely wants Fire Blast. Ninetales comes down to preference really (last gen people ran defensive Ninetales which had Flamethrower, this gen no one does).
 
What are some good lures/surprise killers for Rotom-W in poke bank OU? I was thinking of both SD facade Gliscor and Mold Breaker Exacdrill, but both lose to scarfed sets thanks to Hydro Pump. My team has room for a dedicated counter, but in general the normal bulky grass and normal type counters slow it down too much...

mold breaker exca dosen't really surprise rotom-w, since on ps (and i'm pretty sure po as well), if you have mold breaker, it will say something along the lines of "excadrill breaks the mold!" there are a lot of good rotom-w lures, such as talonflame, hippowdon, gliscor etc. it depends on what your team looks like, since not all of them would fit well in your team.
