1) Gligar
2) Swirlix
3) Meditite

Berry Juice for honorable mention, but if we ban Berry Juice why not ban Eviolite? Similar concept in that they are both made for LC mons.

Berry Juice + Sturdy

Personally, I believe Berry Juice plus the Sturdy ability is what makes Berry Juice so ridiculous. There are indeed ways around it, but for the most part offensive SturdyJuice users such as Tirtouga and Dwebble are guaranteed to set up a Shell Smash, and can begin ravaging opposing teams that lack a good answer. The XY LC metagame is more centered around priority than any other tier I've played in, which isn't necessarily a bad thing, but it says something about how lethal these SturdyJuice users are. To a lesser extent, hazard setting SturdyJuice mons like Pineco and Onix are very frustrating to take down since not every team runs Taunt to stop them, and there isn't really a whole lot preventing them from laying down hazards.

I wouldn't be opposed to a suspect test for Berry Juice as a whole since some people feel the entire item needs to go. Berry Juice could be the suspect, with options such as 1. Ban Berry Juice, 2. Ban Berry Juice+Sturdy, and 3. No ban. As it stands right now, it looks like the Berry Juice nominations are split between Berry Juice as a whole and SturdyJuice. This unfortunately means it probably won't be suspected, unless these votes are counted towards Berry Juice in general.

Gligar/Swirlix

Not much I feel like saying other than they need to go.

Honorable Mentions

Knock Off, Meditite, and Prankster+Confusion (fuck Swagkrow)

1. Berry Juice

Swirlix and Gligar would both not be nearly as good if we remove this one thing which makes them OP. Now Swirlix can actually die to Fake Out spam and Gligar can't run Acrobatics @ 100%. The fact that Pokemon can get a free reboot is ridiculous.

1) Gligar
2) Swirlix

Gligar has 19 Speed, a great typing, amazing physical bulk combined with decent special bulk, two really strong offensive moves, and a support movepool other Pokemon could only dream of including Stealth Rock, Defog, U-turn, and Knock Off. All of these attributes combined make Gligar a tier above all of the rest of the LC Pokemon. There is very little reason not to use Gligar on a team because it just does so much while being difficult to punish. There are few reliable answers to Gligar, as many are invalidated once their item is Knocked Off or weakened just a little bit, or lose to Gligar carrying a specific move like Knock Off or Agility. While normally usage is not the most compelling argument for banning, Gligar's 77% usage in SPL is a testament to how easily it fits on a team. One could argue Gligar makes a lot of Pokemon more manageable, and while that is true, banning it is worth the tradeoff otherwise Gligar will continue dominating the tier.

Swirlix has three potent setup sets that require wildly different counters for each. Belly Drum OHKOs most of the tier after a boost, Cotton Guard + Calm Mind is impenetrable without phazers or really strong Special Attackers, and CM sets up effortlessly while doing good damage. The worst part about all of these sets is Swirlix sets them up very consistently thanks to the recovery provided by Berry Juice, so unless you play really well, good luck trying to prevent a Swirlix from setting up. Swirlix is also almost impossible to revenge kill because it outspeeds even the boosted tier, aside from Chlorophyll Bulbasaur and 19 Speed Choice Scarf Pokemon.
