Is it competitively viable at all? I know the defense IV is bad (can't be sure on the special defense) but at level 50, which I might use this celebi for, IV's only mean half as much as they do at level 100.

Ye, you got lucky with its HP, spatk and speed with pretty good spdef though not too great defense, but its fully viable.

Just updated my post actually, lol the Defense ranges from 10-16 and Special Defense from 20 - 24. 3 IV's are guaranteed perfect but you're right, I got them where they *mostly* mattered (Special Attack is iffy). But thanks :) How should I EV it? I'm thinking of using it for a Baton Pass set.

EDIT: Also, open to anybody to answer, but I have some Gen 4 pokemon that I'm ready to transfer over to gen 6 including:

Jirachi
Zapdos
Palkia
Kyogre
Lugia
Rayquaza
Latios
Suicune
Mewtwo
Articuno
Dialga
Ho-oh

Are there any moves I should teach them via 4th gen and 5th gen move tutors before transferring? So far I'm thinking Defog on Latios and Arceus and Heat Wave on Zapdos.

Stealth rock is a tutor move, not an egg move. So you couldn't just breed a better one. Also, nidoqueen can not breed. Only the first stage, nidoran female can breed even if it was an egg move.

Edit: unless you don't really care about the offensive stats guess which is why your looking for at least the defenses.

Stealth Rock and Draco Meteor on Dialga. Iron Head, Fire Punch and Ice Punch on Jirachi. Draco Metoer on Palkia. Draco Meteor on Latios. If you're planning on using Mewtwo X, teach mewtwo drain punch. I can give more recomadations once I get home.

IVs don't really matter. Willing to trade BP items or EV train one Pokemon per perfect IV. If flawless CMT, but know that I intend to breed with said Frillish for trade.
