I know hacking isn't allowed to be discussed so Il try hard not to although that may be tough here.
Say I missed a wonder card event, or want another go at RNGing one. Is it possible to get that event to happen again, and is doing so legal? Ie the pokemon in an official tournament is clean?

Yes it's fine to "cheat" to allow access to a missed wonder card, as long as you state you did.

froggy<3 it just means you'll have 4 less HP @100, make sure you don't put the 4EV from a 252/252/4 spread into HP, put it into like spdef

What it really comes down to is whether Charizard will have an odd or even HP in the format you are battling in. Unfortunately, in level 50's, you will need to invest 8 EV's to result in an uneven HP amount. Which, of course means you lose 4 EV's in your attacking stat. But as far as gen 3 breeding goes, I'd take that.
Why are you breeding it in gen 3 anyway?

Fair call =) good luck. Unfortunately in this situation you would have actually been better off having a 27 for the HP IV.

Hrm, still a bit unsure. I got a 30/31/31/X/31/31 Gyarados a while back, which I ribbon projected, and I'd rather not accept anything less than that (though I'd take 29 since it is a Life Orb number). I'll probably toss it.

Depending on what move tutor moves it can actually gen from gen 3, someone will surely want to trade for it.

I'm sure, it's also something I'm doing for me. Regardless, 28 HP doesn't cut it, so trying again for 29+ (or for 31, with a 28-ish stat elsewhere).
