Yes it's possible. Try searching around on SVExchange on reddit
It's (pretty much) guaranteed that more than one person shares any given TSV. There's only 4096 possible TSVs and many orders of magnitude more players of Pokémon X and Y than that.
That said they may not; frequent Smogon, know their TSV, play Pokémon in a manner such that TSVs are relevant to them. If you PM/VM the ESVs you're hunting to me I have a few additional ones I can check which are not listed (for several reasons). I may be able to help out.
Yeah, there are multiple out there that have the same TSV usually. It's very rare that only one person has that one TSV.
For example, there are multiple people with a TSV of 1538, which Elena has. I know not the bother her though, so I went to reddit, and there were more people with a TSV of 1538.
Edit: if you actually are looking for a TSV of 1538, DO NOt Message Elena. She is not playing pokemon right now, so don't bother. There are people on reddit for a reason.

There are 4096 different TSVs, >12 million copies of Pokemon X and Y have been sold. It's next to impossible to have a unique TSV
