Not really. If you want to go for a strong hit you'd go for Hydro Pump anyway. Scald is great because it still has acceptable power (not much weaker than Surf) but it can discourage an Azumarill switch in, for example. And if they do switch into you, you have 30% chance of making it useless. Scald is useful when you force a switch and you don't really have a better option so you just use this and think "fuck it, mineswell go for the burn"

HP Electric > HP Ice IMO. HP Elec turns Keldeo into a neat Gyarados check because it might be tempted to not Mega Evolve vs Keldeo, because the common sets never carry HP Elec and Mega Gyara is weak to Fighting, while the regular version can just continue setting up DDs vs it. Scarf Keldeo isn't really something that's common so it makes for a neat surprise. HP Ice only really hits Dragonite which doesn't always carry a DD set (the best set being CB) and it's both easier to cover and not as threatening as Gyarados.

Don't mention HP Flying, it's worthless. Breloom gets mauled by Secret Sword and Heracross is slow enough to be easily RK'd by something else on your team. It will also take a lot of damage from Hydro Pump anyway so you can pick it off if it's weakened after CC drops. It also does pathetic damage to MVenu without Specs so you might as well try to burn it with Scald.

Since this set cannot wallbreak like Keldeo usually does, you might want to pair it with a powerful wallbreaker. I think Knock Off Lando is an excellent partner because it can catch a careless Lati on the switch and just smashes everything in general. Everyone knows how strong Keldeo + Lando + Pursuit is so that should be a no-brainer but you know.

put the 4 evs in def, to keep the HP number odd. then, remove hp ice. first, with the base power drop, there's no reason to run it over icy wind. second, while icy wind does hit scarfchomp, scarflandos, and dragonite, you already have hydro for the first two. you're not gunna be OHKOing dnite anyways, and you run the risk of procing WP, making hp elec more valuable for gyara. the main reason you run scarf keldeo is for the surprise KOs on boosted sweepers and stuff like greninja/manetric.. being able to hit gyara that dont evo is just always better. if you really want to run icy wind i've seen people drop scald, but fuuuuck that.

Teammates is a bit weird, Lando can knock off both Lati twins (which you can't write in an analysis btw), as well as chansey, Bisharp can also fuck with lati twins, switching in on psyshock, draco even, of course defog. Then Sucker+Knock+Pursuit. And can't Ferrothorn take Psychic attacks?

Just said Mega Pinsir, I know that's usually assumed but it's better to just say Mega and make sure everyone gets it.

Of course those pokemon are threats, the question is if they're threats to your team.

From a more defensive standpoint, Ferrothorn is a good partner as it can check Azumarill and handle Electric-, Psychic-, and Grass-type attacks aimed at Keldeo. It is also very effective at wearing down the opposing team through Leech Seed, Spikes, and Iron Barbs damage. In return, Keldeo can threaten Heatran, Landorus, and, to an extent, Mega Charizard Y. Latias works well with Keldeo, providing a solid answer to Mega Venusaur while appreciating Keldeo's ability to pressure Tyranitar and Bisharp. Bulky Mega Scizor is another useful teammate, as it can set up on Latias that lack Hidden Power Fire, Assault Vest Azumarill, and Chansey, as well as threaten Clefable and Mega Gardevoir. Keldeo can deal with Heatran, Landorus-T, and Gliscor for Scizor.
