1 - The tier winners will battle each others at the end of the tournament?
2 - A tier winner will still be able to subscribe in another tier tournament?

Everyone can join 5 of the 6 tournaments
You get points depending of how far you go in an open, the three first rounds are worth 1 point each while the following are worth 2. At the end of the 6 opens, the top 8 players by points will battle each other in Best of 5 (the best seed picking the tiers)

question: what is the rationale for making playoffs top 8 as opposed to smogon tour's top 16?

top 16 in grand slam is not even an accomplishment; there are fewer tours and opportunities to acquire points. it is the easiest thing in the world to get top 16--you don't even have to be good (just look at kokoloko for the last two slams).

if you put even an iota of effort in any dumbass can top 16
