Yes, this is true. The reasoning behind this is because it's what makes things like Bibarel, Stoutland, and Kangaskhan too powerful and overcentralizing. Wigglytuff with Shell Smash isn't broken, no, but it's a complex banning and is much more simple to just ban them all. Also, that's how STABmons work, pre evolutions pass up, so Marill learning it makes perfectly fine sense.

It's because STAB Extreme Speed at +2/+2 or +6--especially in a tier without Skarmory, Sableye, and Heatran--is very hard to manage. Anyway in if unfixable will let me.
