Where is the best place to catch feebas in a quick ball? I tried along route 1 in black version since bulbapedia said that they can be found in the rippling water but I haven't come across it once. I'm sure they've got the rates all wrong.

Keep trying, because serebii says 60% too. You probably just got really unlucky. Because that is the easiest way to get one.

I think you have to cast your fishing line over the rippling water.

Edit: If Serebii says "Fishing spot" then that's what that means.

My friend tries with a female HA and a ditto and he gets around 2-3 every 5 eggs . So female HA + ditto work , and it will pass the ball

Uhh wasn't that found out like a year ago? Males pass HA only with ditto and females pass HA 60% of the time.

It isn't. HA Ditto comes from Friend Safari (gen 6) or Hidden Grotto (gen 5). In neither case can it be caught (legally) in a Dream Ball.
