You may wish to specify region, as the codes for Europe (for example) do not work on North American 3DSs.

Assuming by "perfect iv" you mean all 6 IVs are 31 (on both parents), then all that matters is the randomly generated IV's value. There is a 1/32 chance of this being 31.

Since it was mentioned, there would be a 3/5 chance of the HA passing from the female (and so 1/32*3/5 chance total). The HA of the male is irrelevant with such parents (male can only pass the HA when bred with a Ditto).
