Sorry all, I've been pretty busy of late. Kindly take your discussion of sexual orientation to some other forum. Luvdisc will be addressed later. Right now, we are discussing problematic abilities and Pokémon who are sole holders of abilities that render them over- or under-whelming. Because Meganium appears fine with Soothing Pulse, we will address Luvdisc later.

Anyway, there appears to be decent majorities voicing their opinions on four things, so I'm gonna go ahead and create another strawpoll: http://strawpoll.me/2986047

Flavor Concept: Not much to explain here. Dragalge finally gets Adaptability, and it can use its snout thing for Giga Drain.

Competitive Concept: Nuke with a decent amount of switch-in opportunities and very few safe switch-ins. Sludge Bomb in conjunction with Draco Meteor deal major amounts of damage to all non-Steel types. When paired with Magnezone, Dragalge can freely spam its super powerful STAB Adaptability Draco Meteor, and any Fairy switch-in gets destroyed by Sludge Bomb.

Flavor Concept: I kept the original Fearow’s Ground/Flying type, but significantly changed the ability and stats. Intimidate and Glare reflect Fearow’s tendency to instill fear into its opposition. Fearow loses special attack because it is a shitmon, and it gains Taunt and Knock Off because its learns a lot of Dark moves and why not.

Competitive Concept: Bulky annoyer with excellent support options in Defog, Glare, Roost, U-Turn, Taunt, Whirlwind, and Knock Off. Basically, Mega Fearow is a fast Landorus-T with a more support-oriented movepool and stat distribution.
Keep everything the same with the Trickster winner, but change Trickster to Simple.

Flavor Concept: Fearow’s type was changed to Dark because of its Japanese name, Onidrill, literally meaning demon drill. Fearow can also learn two Dark type moves by level-up, and its overall theme is related to causing fear and being a predator.
I slightly changed the original Fearow's offenses, to not make it completely outclassed by Honchkrow and its Mega, but kept all of the other stats the same. Fearow's role as a revenge killer is also unchanged. I've also kept Brave Bird as a new move.

Competitive Concept: Vituperate boosted ExtremeSpeed makes it a very strong revenge killer. It becomes a slightly stronger equivalent of its normal form's Return in terms of BP.
Compared to Honchkrow, it has a stronger Sucker Punch that works at all times, but the lack of Moxie for Fearow maintains Honch's viability.


Whimsicott
Type: Grass/Fairy -> Grass/Fairy
Abilities: Prankster/Infiltrator (Chlorophyll) -> Trickster (Modified Effect: The opposing Pokemon's item will cause the opposite effect when a Pokemon with this ability is on the field. Mega Stones and single-use items are immune to this ability.)
Items that boost power of a certain type, stats, power of physical and special attacks, critical hit ratio or lower speed will have their effects reversed. i.e. Macho Brace doubles speed when this ability is in play, but Choice Scarf makes the holder's speed x0.5. Life Orb makes the holder's attack 30% weaker.
Recovery items will deal damage. i.e. Leftovers and Black Sludge on Poison types.
Damaging items will heal HP. i.e. Black Sludge on other types, Sticky Barb, Life Orb.
Specific item effects like Big Root also have their effects changed. i.e. Holder gains x0.7 HP from Leech Seed, Aqua Ring, etc with Big Root.

I kept the original Whimsicott's stats and made its ability similar to the original one, with a buff. It hinders the opponent just by staying on field and the only safe switch out is the team's Mega. A Choice Band set against Whimsicott that Mega evolves is the equivalent of double Intimidate (x1.5 -> x1 -> x0.5).
Here's an example of how good this ability really is:

With this ability in effect:

With a whooping 136 speed, it is guaranteed to outspeed any Choice Scarf sets, because of its ability. Reverse Scarfed Deoxys-Speed is the equivalent of Deoxys-Speed with 90 Base Speed. That annoying Scarfed Landorus-T is going to U-Turn? No problem, it now has 140 Speed, and you can safely status it.

Keen Eye/Sniper -> Hunting Grounds (All attacking moves that have a base power 40 or less inflict double damage if used on a foe that is switching out of battle.)

Flavor Concept: According to its Pokédex-Entry, Fearow is praised for his stanima which keeps it along with its wings an entire day for landing. From that, it can be assumed that it has enough passions to wait for its prey to come out which again brings up another Pokédex-Entry which mentions that Fearow just drops from the sky to catch its prey even if it is under water.
So considering that, I took a look at its movepool and the only really standing out moves are 2 critical hit based move, U-Turn and Pursuit.
So instead of making a pseudo-Talonflame, pseudo-Staraptor or another Mega Pidgeot, I decided that a new ability that makes low base power moves more viable turn into Pursuit.
Now Fearow can trap and kill pretty much any Pokemon that does not resist Ghost, Dark, Normal and Flying.
I choose not to boost Fearow's atk higher because of moves like Fury Attack and Quick Attack.

Competitive Concept: Mega Fearow's job is to come it and prevent your opponent indirectly to switch out.
This is just theorymoning but Mega Fearow might work on Stall Teams by keeping a centain Pokemon on the field or otherwise punish it for being switched out.
The combination of priority and trapping allows Fearow to revenge kill weakened threats and prevent the opponent for preserving them as death forder for later on.

For that reason, it makes perfect sense to give this thing Adaptability (hence its unreleased hidden ability).

Competitive Concept: Adaptability turns Dragalge pretty much into a Mega Cumerupt with better defensive Typing and more power (only missing on non-STAB moves).
In other words, even resisted hits will be enough to punish switch-ins into Mega Dragalge. Even if Poison offense does not seem pretty impressive other than punishing Fairies, Dragalge can still hit pretty hard with its good base 147 Special Attack.
The physical defense is increased significantly so it can take a multitute of hits from both sides and hit back harder respectively.
Dragalge has already a great defensive typing which already resist Fire, Water, Fighting, Grass, Bug, Poison and Electric which allows it to come into a lot of things and even force switches (where punishing effect is coming in from its STAB).
Camouflage might be a viable option to abuse STAB Adaptability Boosted Return on a mixed Trickroom set or by just going physical.

So I copied its stats from before, and I made it a physically defensive monster. It isn't as bulky as furfrou, and it has more weaknesses, but unlike furfrou, this pokemon has a form of recovery other than rest. It also has a lot more resistances than furfrou, and to more dangerous typings. This pokemon could heal itself via draining kiss, giga drain, or leech seed, depending on what it is using.

Abilities: Keen Eye (Sniper) -> Tireless (Doesn't have to recharge after using recharge moves; in OP already)
New Moves: Brave Bird, Taunt, Knock Off

Most of the pokedex entries talk about its stamina and how it can keep flying all day. This ability fits perfectly. It now abuses the insanely strong giga impact as well as brave bird, knock off, and/or bulldoze. It also can run taunt to hinder stall, even though this is a powerful stallbreaker.

Abilities: Poison Point/Poison Touch (Adaptability) -> Territorial (If a pokemon hits Dragalge with a contact move, Dragalge's attack goes up by one)

Dragalge becomes the tank it has always wanted to be. This ability is interesting because it turns Dragalge from a special attacker to a potential physical attacker over time. It now has a better typing defensively, with one less weakness and one more resistance. It also helps dragalge even more by allowing its stab scalds to hurt the opponent more. It now has outrage and gunk shot to abuse the easily boostable attack, as well as getting moves like aqua tail and play rough.

If you're going to give Fearow a fantastic ability (Tireless, Dark-ate), please don't take points out of its Special Attack. I only did because Intimidate would be pretty underwhelming without it

Competitive Concept: Mega Goodra is a Dragon mon specializing in Special Defense, and has a BST of 700 to Mega Dragalge’s 594 (including a far superior HP stat). This isn’t the first time Dragalge has been shafted: we’re talking about a pokemon whose final level-up move is, erm, Twister. What’s a Mock Kelp to do?

I gave a lot of consideration to a lot of abilities Dragalge could get. Protean came to mind as a flavor-filled defensive tool, but it’s just too slow to use properly and would end up similar to Color Change Kecleon, gimmicky and easily outplayed by the opponent. An ability that automatically poisons opponents on the switch or guaranteed poison on contact sounded promising, allowing it a niche of near-guaranteed Venom Drench and Venoshock, but even that didn’t sound good enough for this poor soul.

But then I thought, hey, this is a camouflage-based sea pokemon, but it’s also an incredibly deadly predator. In the wild, such predators can stay perfectly slow and still and blend into their surroundings, but when they strike it’s hard and it’s fast.

So, to give Dragalge a considerable niche over its slimy cousin, I’ve given it Looming, a Dragon-type Gale Wings. And holy crow does it do wonders. Even at a wretched base 34 speed, nothing says terror like priority Draco Meteor off a base 127 Special Attack. Dragalge is a dragon that eats other dragons for breakfast, and can singlehandedly turn the tide against the likes of Charizard and Garchomp. Moreover, its STAB Sludge Bomb/Wave takes care of the Fairies that laugh at Dragon type moves, and Flamethrower/Fire Blast handles Steel. But that’s not all: with Scald, Toxic, Toxic Spikes, Dragon Tail, and Haze, Dragalge can have all sorts of utility fun once its Special Attack is whittled away. Of course, Dragon Pulse is also an option for sustained attacks, but the sheer power of Draco Meteor is too good to pass up.

While Sludge Bomb/Wave does take care of Fairies better, I've also gifted Dragalge with Acid Spray to seriously mess with opponents. Whenever Dragalge switches in, it certainly might attack with Draco Meteor's might, but it could also predict a switch and, assuming no Steels are there to ruin your day (thank god for Steels keeping Dragalge from being OP) it can use Acid Spray to make the switch-in hit even harder by Draco Meteor. With hazards on the stage (including potentially Toxic Spikes, which Dragalge itself can lay) Dragalge is a serious terror on the field. A set like Draco Meteor/Acid Spray/Focus Blast/Toxic Spikes could make for some wonderful mindfuckery.

Dragalge is kept at bay by the aforementioned Steel type, but also its terrible speed, inability to boost or heal itself, and weakness to common moves like Earthquake and Ice Beam that, even with its great bulk, eventually take their toll. But regardless, let me repeat: priority Draco Meteor. We needed something radical to distinguish it from Goodra, and by god, radical is what we’ve got.

(Oh, also, fun fact: if the programming gives EVERY Dragon move +1 priority, then Dragalge’s Dragon Tail joins Prankster Roar/Whirlwind among the fastest phaze moves in the game, for whatever that’s worth.)

Flavor Concept: Fearow’s type was changed to Dark because of its Japanese name, Onidrill, literally meaning demon drill. Fearow can also learn two Dark type moves by level-up, and its overall theme is related to causing fear and being a predator.
I slightly changed the original Fearow's offenses, to not make it completely outclassed by Honchkrow and its Mega, but kept all of the other stats the same. Fearow's role as a revenge killer is also unchanged. I've also kept Brave Bird as a new move.

Competitive Concept: Vituperate boosted ExtremeSpeed makes it a very strong revenge killer. It becomes a slightly stronger equivalent of its normal form's Return in terms of BP.
Compared to Honchkrow, it has a stronger Sucker Punch that works at all times, but the lack of Moxie for Fearow maintains Honch's viability.

Normal/Flying -> Normal/Flying Type
Keen Eye/Sniper -> Hunting Grounds (All attacking moves that have a base power 40 or less inflict double damage if used on a foe that is switching out of battle.)

HP 65
Atk 90-> 100 (+10)
Def 65 -> 105 (+40)

SpD 61-> 101 (+40)
Spe 100-> 110 (+10)

Flavor Concept: According to its Pokédex-Entry, Fearow is praised for his stanima which keeps it along with its wings an entire day for landing. From that, it can be assumed that it has enough passions to wait for its prey to come out which again brings up another Pokédex-Entry which mentions that Fearow just drops from the sky to catch its prey even if it is under water.
So considering that, I took a look at its movepool and the only really standing out moves are 2 critical hit based move, U-Turn and Pursuit.
So instead of making a pseudo-Talonflame, pseudo-Staraptor or another Mega Pidgeot, I decided that a new ability that makes low base power moves more viable turn into Pursuit.
Now Fearow can trap and kill pretty much any Pokemon that does not resist Ghost, Dark, Normal and Flying.
I choose not to boost Fearow's atk higher because of moves like Fury Attack and Quick Attack.

Competitive Concept: Mega Fearow's job is to come it and prevent your opponent indirectly to switch out.
This is just theorymoning but Mega Fearow might work on Stall Teams by keeping a centain Pokemon on the field or otherwise punish it for being switched out.
The combination of priority and trapping allows Fearow to revenge kill weakened threats and prevent the opponent for preserving them as death forder for later on.

Typing: Normal/Flying -> Normal/Flying
Abilities: Keen Eye (Sniper) -> Tireless (Doesn't have to recharge after using recharge moves; in OP already)
New Moves: Brave Bird, Taunt, Knock Off

Hp: 65 -> 65
Atk: 90 -> 135 (+45)
Def: 65 -> 75 (+10)
SpA: 61 -> 61
SpD: 61 -> 61

Most of the pokedex entries talk about its stamina and how it can keep flying all day. This ability fits perfectly. It now abuses the insanely strong giga impact as well as brave bird, knock off, and/or bulldoze. It also can run taunt to hinder stall, even though this is a powerful stallbreaker.

Keep everything the same with the Trickster winner, but change Trickster to Simple.

Whimsicott
Type: Grass/Fairy -> Grass/Fairy
Abilities: Prankster/Infiltrator (Chlorophyll) -> Trickster (Modified Effect: The opposing Pokemon's item will cause the opposite effect when a Pokemon with this ability is on the field. Mega Stones and single-use items are immune to this ability.)
Affected Items (close)

Items that boost power of a certain type, stats, power of physical and special attacks, critical hit ratio or lower speed will have their effects reversed. i.e. Macho Brace doubles speed when this ability is in play, but Choice Scarf makes the holder's speed x0.5. Life Orb makes the holder's attack 30% weaker.
Recovery items will deal damage. i.e. Leftovers and Black Sludge on Poison types.
Damaging items will heal HP. i.e. Black Sludge on other types, Sticky Barb, Life Orb.
Specific item effects like Big Root also have their effects changed. i.e. Holder gains x0.7 HP from Leech Seed, Aqua Ring, etc with Big Root.

New Moves: Sleep Powder, Synthesis (It is a plant after all), Block

Hp: 60 -> 60
Atk: 67 -> 77 (+10)
Def: 85 -> 85

I kept the original Whimsicott's stats and made its ability similar to the original one, with a buff. It hinders the opponent just by staying on field and the only safe switch out is the team's Mega. A Choice Band set against Whimsicott that Mega evolves is the equivalent of double Intimidate (x1.5 -> x1 -> x0.5).
Here's an example of how good this ability really is:

With this ability in effect:

With a whooping 136 speed, it is guaranteed to outspeed any Choice Scarf sets, because of its ability. Reverse Scarfed Deoxys-Speed is the equivalent of Deoxys-Speed with 90 Base Speed. That annoying Scarfed Landorus-T is going to U-Turn? No problem, it now has 140 Speed, and you can safely status it.

Typing: Grass/Fairy -> Grass/Fairy
Abilities: Prankster/Infiltrator (Chlorophyll) -> Fur Coat (Well, something like cotton coat would fit it better, but whatever)
New Moves: Draining Kiss (It does have a mouth and it is a fairy type)

Atk: 67 -> 77 (+10)
Def: 85 -> 85
SpA: 77 -> 97 (+20)
SpD: 75 -> 125 (+50)

So I copied its stats from before, and I made it a physically defensive monster. It isn't as bulky as furfrou, and it has more weaknesses, but unlike furfrou, this pokemon has a form of recovery other than rest. It also has a lot more resistances than furfrou, and to more dangerous typings. This pokemon could heal itself via draining kiss, giga drain, or leech seed, depending on what it is using.

Flavor Concept: Dragalge becomes even more spindly and terrifying and grows many more fake leaves.

Competitive Concept: Mega Goodra is a Dragon mon specializing in Special Defense, and has a BST of 700 to Mega Dragalge’s 594 (including a far superior HP stat). This isn’t the first time Dragalge has been shafted: we’re talking about a pokemon whose final level-up move is, erm, Twister. What’s a Mock Kelp to do?

I gave a lot of consideration to a lot of abilities Dragalge could get. Protean came to mind as a flavor-filled defensive tool, but it’s just too slow to use properly and would end up similar to Color Change Kecleon, gimmicky and easily outplayed by the opponent. An ability that automatically poisons opponents on the switch or guaranteed poison on contact sounded promising, allowing it a niche of near-guaranteed Venom Drench and Venoshock, but even that didn’t sound good enough for this poor soul.

But then I thought, hey, this is a camouflage-based sea pokemon, but it’s also an incredibly deadly predator. In the wild, such predators can stay perfectly slow and still and blend into their surroundings, but when they strike it’s hard and it’s fast.

So, to give Dragalge a considerable niche over its slimy cousin, I’ve given it Looming, a Dragon-type Gale Wings. And holy crow does it do wonders. Even at a wretched base 34 speed, nothing says terror like priority Draco Meteor off a base 127 Special Attack. Dragalge is a dragon that eats other dragons for breakfast, and can singlehandedly turn the tide against the likes of Charizard and Garchomp. Moreover, its STAB Sludge Bomb/Wave takes care of the Fairies that laugh at Dragon type moves, and Flamethrower/Fire Blast handles Steel. But that’s not all: with Scald, Toxic, Toxic Spikes, Dragon Tail, and Haze, Dragalge can have all sorts of utility fun once its Special Attack is whittled away. Of course, Dragon Pulse is also an option for sustained attacks, but the sheer power of Draco Meteor is too good to pass up.

While Sludge Bomb/Wave does take care of Fairies better, I've also gifted Dragalge with Acid Spray to seriously mess with opponents. Whenever Dragalge switches in, it certainly might attack with Draco Meteor's might, but it could also predict a switch and, assuming no Steels are there to ruin your day (thank god for Steels keeping Dragalge from being OP) it can use Acid Spray to make the switch-in hit even harder by Draco Meteor. With hazards on the stage (including potentially Toxic Spikes, which Dragalge itself can lay) Dragalge is a serious terror on the field. A set like Draco Meteor/Acid Spray/Focus Blast/Toxic Spikes could make for some wonderful mindfuckery.

Dragalge is kept at bay by the aforementioned Steel type, but also its terrible speed, inability to boost or heal itself, and weakness to common moves like Earthquake and Ice Beam that, even with its great bulk, eventually take their toll. But regardless, let me repeat: priority Draco Meteor. We needed something radical to distinguish it from Goodra, and by god, radical is what we’ve got.

(Oh, also, fun fact: if the programming gives EVERY Dragon move +1 priority, then Dragalge’s Dragon Tail joins Prankster Roar/Whirlwind among the fastest phaze moves in the game, for whatever that’s worth.)

Fearow loses special attack because it is a shitmon, and it gains Taunt and Knock Off because its learns a lot of Dark moves and why not.

Competitive Concept: Bulky annoyer with excellent support options in Defog, Glare, Roost, U-Turn, Taunt, Whirlwind, and Knock Off. Basically, Mega Fearow is a fast Landorus-T with a more support-oriented movepool and stat distribution.

The following spoiler contains a list of Megas that I feel could be underwhelming based on a variety of factors. I included short notes after certain Pokemon whose Megas could either easily be fixed or the reasons for whose inclusion in the list may not be entirely clear. Please let me know if you think any others should be on the list, and I will be happy to add them assuming you provide decent reasoning.

Mega Skarmory is supposed to be offensive since standard Skarmory is already a great defensive mon.

We should take another look at early bugs like Beautifly, since Mega Beedrill set precedence for reducing offenses. Right now Butterfree, Beautifly, Dustox, and Masquerain look underwhelming (Ariados is fine with Shadow Tag).

  • Arbok seems fine IMO. It will have an easy time setting up with Coil or Dragon Dance thanks to Multiscale and the Dragon typing is great for it.
  • Armaldo may need a little reworking as it's still not the greatest spinner with that SR weakness, but it is really strong and a Rock Polish set may work very well for it. I say keep it.
  • Aurorus - I never really liked Ice Age tbh and I would rather reslate it. However, it's viable, but still gimmicky.
  • Avalugg - Steel type doesn't make sense on it and gives it nasty 4x weaknesses. Plus Sturdy on a Mega doesn't seem like a good idea. Reslate
  • Bastiodon seems good. Great bulk despite the low HP and it's no longer a sitting duck with 102 attack.
  • Beheeyem looks to be a really nice wallbreaker that will be pretty effective. Keep it IMO.
  • Bisharp - No objections here
  • Carbink - It does seem rather underwhelming. Maybe we can transfer 30 Speed to SpA and give it Power Gem? Tweak or reslate
  • Carracosta - Fine
  • Castform - Also fine
  • Chatot - Viable and weird at the same time. If it turns out to be underwhelming we can probably take 10 points out of Attack and transfer them to something else.
  • Cherrim - Not sure about this one. Earthquake seems weird on it and it has a ton of weaknesses and it kind of seems outclassed by Mega Glalie in a way. I guess it's best to reslate it. Sorry acestriker19. :(
  • Chesnaught - I like it though I liked mine better huehuehue. It's pretty viable and very interesting. Keep it IMO.
  • Chimecho - It has an interesting niche and seems to work fine.
  • Cloyster - It works but please no Calm Mind.
  • Dedenne - Can't do much else with it. It seems like a slightly slower Mega Beedrill that can actually take 2 or 3 hits during battle. Keep it.
  • Delcatty - Seems good.
  • Dodrio - I like it, but I can't say whether it will be viable or not. Can't give an opinion on this.
  • Dunsparce - I love the concept, but I'm not sure if it will have enough bulk. Also, why give it Hone Claws when it has Coil already?
  • Electivire is good.
  • Emolga faces some competition from Mega Serperior, but Prankster differentiates it a little bit. It might need to be tweaked or reslated.
  • Florges is fine IMO.
  • Furfrou might be viable with Heal Bell.
  • Garbodor will be a great hazard setter.
  • Gigalith was very creative and looks somewhat viable.
  • Gothitelle - Trace is great on it and the Dark type is fitting. The bug weakness doesn't matter too much as it will never dare trap something with access U-turn.
  • Grumpig - Good, though to nitpick, it should be Psychic/Normal rather than Normal/Psychic.
  • Hypno will be fine.
  • Jynx looks alright, but I'm not sure if it's worth the mega slot. Tweak it?
I'll talk about the rest later.
 
I'd love to reslate Poliwrath tbh, given
-No Guard Dynamic Punch is boring and practically everywhere, and
-No Guard Hypnosis renders Hypno's niche inferior (Hypno is just bound to be worse than the better-typed better-statted Poliwrath if they have a similar role), which sucks given Hypno is supposed to be the master of sleep.

Totally agree on reslating Avalugg; Sturdy should not be on a single Mega pokemon.

Dedenne could use a reslate, but I'm biased because I really wanna give it a Technician to take advantage of Parabolic Charge and (an added) Draining Kiss; Electric/Fairy has unique dual-STAB on weird-gimmick low-BP draining moves.

My Furfrou's problem is that we went sorta nuts with Fur Coat on other megas. Perhaps a reslate just to make it an insane tank to keep up, something ridiculous like a 110 Defense with Fur Coat as well, otherwise it's bound to be outclassed unless we give it good recovery (which drastically improves regular Furfrou, flying in the face of this project's goal of improving via megas rather than blanket improving).

I say reslate Emolga, and I say that as the person whose Emolga won. Looking back, I feel like there are better answers than giving it a unique move like Parting Shot. Same goes for Jumpluff, Luvdisc (which should be reslated regardless), and Serperior. We got rid of Topsy-Turvy already, we should let Pangoro have its fun given our improvement of it. Again, the goal here is to improve megas, not base forms (Jumpluff in particular has a great Chlorophyll Parting Shot niche if the move is allowed in its base form, and standard Serperior can run an amazing screen set with Parting Shot and Light Clay).

We also have to reslate Unown. It's fucking criminal that we (and I use "we" lightly) gave Unown a move besides Hidden Power. If not a full reslate, then just fudge it so instead of move effects always occurring, that all of Unown's stats are boosted every turn a la Speed Boost (which is essentially what the winning submission does, without ruining Unown's gimmicky movepool).

I'd love to reslate Heliolisk, if only because Forecast would work so much better than made-up ability Doppler (Helio's Normal type could be switched like Castform's depending on the weather, which is just a better version of Doppler in terms of offensive Weather Ball output and defensive flexibility).

Kricketune and frankly all the starterbugs need to be revisited now that Mega Beedrill lets us make them viable.

Plusle and Minun are both not only unviable, but have ridiculous moves added. Freeze Dry Minun? Really?

Furret is underwhelming and has no flavor justification whatsoever for being Normal/Dragon.

For later:

Dragonite should be changed as well, given Storm Force is an absurd ability (Sand Force's boost to Rock, Steel, and Ground makes sense given the three's direct relation to sand; rain improving Electric and Flying makes sense thanks to Thunder and Hurricane, but Dragon? Makes no sense whatsoever, outside of wanting to make the ability fit with Dragonite).

Marowak should be reslated for a whole different reason: 105 Huge Power is already known to be bannably powerful (thanks Mega Mawile), and despite a worse defensive typing, Mega Marowak is even bulkier in terms of stats. Moreover it's got actual STAB on that Sucker Punch, STAB Pursuit to trap, STAB Earthquake for incredible power, and far better coverage than Mawile in the elemental punches and good Rock options to boot. Yes, this is a meta full of megas, but Mega Marowak is too strong even for that.

We'll discuss potentially overwhelming or unflavorful mons later, so please refrain from discussing those such as Marowak and Dragonite. Now is reserved for those that probably wouldn't get any serious usage.

I personally think that most of the starter bugs should be redesigned, but some should be kept. I like (my own) Dustox, which occupies a defensive Simple Quiver Dance gimmick niche. Others like Ledian and Kricketune must be reslated without question. I'll post a comprehensive list of my thoughts later in the week when I have more time.

The council once made a tiering discussion for shits and giggles, acestriker was placing things down in C and below without even once considering buffing them. What sets M4A apart from all the other pet mods is that this isn't another "make everything OU viable." We do design megas with the OU metagame in mind, however it has nothing to do with the desired end product.

Honestly I think I've already told you this, but what you suggested literally was the original Heliolisk submission, however, we changed forecast to doppler for ease of programming. If someone wants to code forecast heliolisk, then by all means go ahead.

Okay that's a fair point; I was unaware of exactly how viable things needed to be. At the same time, I'd like to keep a few Pokemon on that list that are utterly outclassed in every regard by another Mega given the same niche. For example, look at Gastrodon and Quagsire. Other ones like Kricketune probably wouldn't make it out of NU, so I'll stand by my statement that they're unviable. I'll delete quite a few from the list I created, however.

We are NOT submitting right now. This is a discussion phase for what wouldn't work, not how we should fix it.
 
Kricketune is really hard to make viable as is; Mega Beedrill basically owns the whole "physical glass bug cannon," so it would be hard to make Kricketune a frail physical Pokemon without having it outclassed. I think Kricketune was my submission, but I don't really remember; while I don't really have any idea on what to do with it, I feel like there's something with its musical abilities we could do. The closest thing I can think of is all _____ moves (insert physical, special, Bug, Normal, etc.) function as sound moves and get a 1.? boost; it's a variant of Refrigerate/Petrify in that way, but bypassing Protect and subs gives it something unique outside of Beedrill (being blocked by Soundproof is a con, albeit a small one, that may warrant a larger boost than normal, though I think 1.3x would suffice).

I stand by Rendezvous opposite-gender trapping Luvdisc.
Dark/Ground Marowak seems pretty similar to Krookodile in that it is a bulky Dark/Ground attacker; Marowak's Huge Power makes it a larger attacking threat, while Krookodile's Intimidate increases its bulk. IMO, that's a good enough difference to warrant them both. As much as I wanted Ghost/Ground Marowak, that would bring it in closer competition with Golurk, and GF seems to associate bones with Dark rather than Ghost (see: Vullaby and Mandibuzz).

Okay that's a fair point; I was unaware of exactly how viable things needed to be. At the same time, I'd like to keep a few Pokemon on that list that are utterly outclassed in every regard by another Mega given the same niche. For example, look at Gastrodon and Quagsire. Other ones like Kricketune probably wouldn't make it out of NU, so I'll stand by my statement that they're unviable. I'll delete quite a few from the list I created, however.

We are NOT submitting right now. This is a discussion phase for what wouldn't work, not how we should fix it.
So, I want to say: I think Scrafty should be reslated.
