Much like the X and Y thread, this thread is to assist in the implementation of ORAS changes to movepools, new Megas, etc.

Naturally this will not be as large as a new generation thread, but a few items will need to be covered.

1. Mega Item balance.

More Megas means new items and potentially rebalancing old ones.

2. Updated Movepools.

The ORAS Research Thread currently has great information.

3. Updated CAPs

There are only a few new tutors, however I'm not entirely sure given that Sleep Talk is a TM that the tutor is not another universal move like Endure. Also of note is that Volkraken and Plasmanta will need Gen 6 ORAS tutors.

TM Changes:

Secret Power is now a TM while Rock Smash becomes a HM. Dive is also a HM again so we will need to decide which Gen V CAP's and beyond will get Secret Power and whether the Volkraken line or Plasmanta line should get Dive or not.

Alright, let's look at the new megas. I'm almost certainly giving too few things buffs, but w/e.
Beedrill: Probably doesn't need a buff, since it gets a new ability and solid stats.
Pidgeot: Probably needs a buff, even though it does get a cool ability, since Manectric did and Pidgeot has the same stats.
Slowbro: I'm gonna go with "no buff" here, since 8 def is no joke, and the megastone gives only a slightly worse offensive buff than ebelt.
Steelix: Probably doesn't need a buff.
Sceptile: Maybe, since it looks kinda underwhelming.
Swampert: Probably not, since it's a rather large boost from before.
Sableye: Gets Magic Bounce :| No buff.
Camerupt: Think of the Rediamond!
Sharpedo: Needs a buff, 100/5/3/4/3/105 is decent for a non-mega, but EXTREMELY underwhelming for a mega.
Altaria: Needs a buff, 100/4/4/4/4/80 is not very good :|
Glalie: Needs a buff, 100/5/3/5/3/100 is okay but not very good.
Salamence: No buff, it got a cool ability (and good flying stab!!!1!!1!) and 100/6/5/5/3/120 is pretty good.
Metagross: See Salamence, except with 100/6/6/4/4/110.
Lati@s: Actually might need a buff, this is actually worse than Soul Dew Lati@s.
Kyogre/Groudon/Rayquaza: Do not need buffs.
Lopunny: Probably needs a buff, since it didn't get much better stats at all and is still pretty underwhelming.
Gallade: Didn't get much of a boost, I mean it's still better than ebelt but not much.
Audino: Didn't even get a new ability, to top off having basically the same stats as Everstone Audino. Buff.
Diancie: No buff, mega is pretty strong already.
Hoopa: Might or might not need buffs, it got better stats but no new ability.

Some buffs I think might be good:
Pidgeot: Keen Eye+No Guard ability combo giving some kind of buff? IDK here, tbh.
Sceptile: Unburden activates automatically? Maybe LightningRod automatically activates on MEvo, or Overgrow is always on.
Sharpedo: Maybe Speed Boost gives +2 speed, a la Blaziken, or maybe Strong Jaw gives reduced energy costs and more power to fangs or such.
Altaria: Cloud Nine could affect all allied pokemon, maybe. Or perhaps Natural Cure activates in 3a instead of 6a?
Glalie: Moody gives +3/-1 or +2/-0, maybe. Ice Body autoactivating could work too.
Lati@s: Not a clue here.
Lopunny: Maybe Klutz activates with the Mega Stone?
Audino: Healer works on self, and has 50% cure chance, and Klutz autoactivating works too probably.

Disagree with Sceptile (BRT 25), Sharpedo (Viable abilities that augment main STAB), Altaria (Pixilate is really strong), Glalie (Refrigerate, see above), Lati@s (They're plenty strong enough as is -.-), and Lopunny (Scrappy Hi Jump Kick smashes things). Pidgeot (Lacks offensive movepool to use the new ability) and Audino (No new ability is auto-buff, combine with new stats being mediocre and she needs something) could do with boosts however.
 
Scrappy HJK is still kinda bad, since literally every pokemon (except like Unown and Magikarp -.-) gets something that makes it backfire horribly: Protect. Protect makes HJK cause crash damage, which is a terrible rick to take imo. Combine with several ghosts getting Skill Swap, and you have even more crashing.

Sharpedo is still kinda subpar, even with Rough Skin and Strong Jaw, imo. But yeah, it might not need a buff. On second look, Sceptile is better than I thought :|

As for Altaria and Glalie, Pixilate and Refridgerate are not as great as they're hyped out to be, and they're only good because they give stuff like Hyper Beam and Giga Impact a useful typing. A +2 boost is pretty underwhelming as far as megas are concerned, and Altaria and Glalie have pretty bad stats for megas.

Mega Lati@s is just sad at being outclassed by a non-mega version of itself :( (doesn't actually need a buff, though)

Yeah, about those buffs. I'll be handling those. USUALLY they're only warranted if the ability in question has some kind of redundancy or drawback, like Solar Power on Mega Houndoom or doubling up on Pure Power for Mega Medicham.

Currently I'm thinking Pidgeotite would negate the evasion penalty of No Guard due in part to it negating Tangled Feet. Since Pidgeot can't induce its own confusion and opponents won't, seems like a good effect. No Guard is still kind of duplicative with Keen Eye on the evasion ignoring effect, but it is what it is. Otherwise the rest seem pretty much balanced. Beedrill gets an absurd offensive boost and Adaptability is great, Sharpedo gets serviceable defenses and an ability set that turn both Bite and Waterfall (and Ice Fang to a lesser extent, nice power buff tho) into flinch machines.

Shouldn't need to be stated Lopunny can Mega Evolve with Klutz active, but that might be added as just a clarification rather than a "buff."
 
I'm pretty much with DF on this one, buff Audino and maybe Pidgeot, the rest are fine as it is.

Pidgeot: Probably needs a buff, but I would wait until we know what tutors it's getting (unless we already know). I wouldn't have many ideas here though, as the only thing that would really make it better is Focus Blast
Sceptile: Yes the 4x ice weakness stinks but other than that it's actually pretty good, especially with Lightning Rod.
Sharpedo: Honestly I think it's fine as is. It's on the weaker end of the power scale as far as megas go, but Speed Boost + Strong Jaw is deceptively strong, and Rough Skin isn't half bad either.
Altaria: ...Since when is 100/4/4/4/4/80 considered a bad thing? It might be a bit low mega wise but Dragon/Fairy is a fantastic typing and that's about as strong of stats as the base 100 pokes (Shaymin, Victini, etc)
Glalie: Kinda torn about this one, it is pretty weak but is it really weak enough for a buff? I'd say no myself.
Lati@s: Personally, I see the Mega Stones as being a slightly more defensive option over the Soul Dew, as it increases their Defense stat while only slightly compromising offense and sp. def. They're inferior to be sure but the stats are still stupid strong already.
Lopunny: Honestly I think this is the girl to watch this gen...and Gallade too. It's stats are pretty solid (almost similar to Mega Kanga even), but it's main selling point is the movepool. Doesn't need a buff at all.
Audino: ...This thing really needed more offensive presence. Probably the only 100% sure pick for a buff, since it stacks Healer

Just as a note, I have already implemented effects for the new Abilities and have placeholder data down for the new attacks outside of Hyperspace Fury as of a couple of days ago.

With the new Weathers, Strong Winds just makes Electric-, Rock-, and Ice-type moves go to their next level of resistance when they are used against Flying-types, Strong Sun with Sun with Water-type attacks dealing 0 Damage and Strong Rain is Rain with Fire-type attacks dealing 0 Damage. All three abilities cost 10 en automatic (with exemptions in the case of Rain and Sun to prevent 20 en from being consumed for primals) with a 9 en trigger. You can find them in the NDA or annoy ASBot on IRC (assuming it is updated), I am too lazy to copy-paste.

EDIT: Note on Lati@site, they are already implemented with no effects. I went ahead with that so I could make it a prize for capturing the respective legend in The Planet's Fury. Soul Dew is available there as well but the encounter is much harder if you do go for it.

Also I am not opposed to buffing Sableye's mega stone because while it has Magic Bounce, it does not save it from being outclassed by normal Sableye. Knock Off yeah but it did not stop Chansey from outclassing Blissey in OU did it not?

regarding Lati@s iirc the megastone is there to replace Soul Dew in a more competitive manner. Soul Dew was considered too good, while Mega Stones were...manageable.

I heard that somewhere. Don't know if it is true, but it seems logical. Either way, comparing with soul dew is IMO silly, as soul dew is ridiculous. TBH I'd much rather explode soul dew or ban it from competitive gaming alltogether if it ends up being a point of comparison.

in other note, buff pidgeot and audino only. The other mons all have a niche to work with somewhat, while Audino is outclassed by the everstone version and Pidgeot is still very underwhelming.

(PS: Mega-Sableye may be outclassed somewhat by Everstone-Sableye as far as stats go. But the combination of Magic Bounce + Prankster is more than enough to justify no buffs).

With Soul Dew it should be banned from serious play anyway so if someone does manage to get Soul Dew from TPF they may still have to use the Mega Stones instead.

I might be in the minority here but I do not think Mega Sableye will get any real usage at all in singles anyway (it might have some use in multiples as a reliable Helping Hand mon with utility). Magic Bounce does not make up for the loss in offensive presence that made Sableye threatening and it is does not make it completely Taunt and co. immune anyway because of Magic Coat but let us not go there. I think people have hyped Mega Sableye too much and when all is said and done, it does not beat anything new apart from maybe ironically Sableye (its best answers in Aromatisse and Gardevoir love the fact that they can take Magic Bounce away without much counter-play). It probably loses more 1v1 matchups than normal Sableye because it is terrible offensively and while it can Pain Split with a bit more viability, it cannot take advantage of the equalisation as well as Sableye can. I personally think it seems outclassed enough that I am not opposed to it getting a minor buff to make it worth using at least (Magic Bounce and item control does not count) but whatever.

That is not why I am posting here anyway. I am posting here because Red Orb and Blue Orb are confirmed as the hold items that Primal Devolve Groudon and Kyogre. Primal Devolution mechanics have the devolution of those two as automatic when holding them and there are an unlimited amount of primal devolutions you can do in battle. I guess if anyone wants me to, I can implement those right away or whatever (they will not be buyable though). They will not have an extra effect for obvious reasons.

Also Secret Power has replaced Rock Smash as a TM while Rock Smash is a HM again. Dive is also a HM again apparently. I am going to throw these changes to the TM System in the OP now.

EDIT: Short section on TM's are up. Also inserted Red and Blue Orb.

This has some major competitive implications for Gen 5 and Gen 6 Pokemon, and the OP has been updated accordingly.

Hey what is going to be the policy with regards to Cosplay Pikachu anyway?

Based on ORAS Thread, what we know is that it cannot be breeded (3 perfect IV's) which means it cannot learn egg moves or any Gen V and earlier moves and it has access to five moves that normal Pikachu cannot get. It also from the looks of things cannot evolve either. I have no idea if it has better stats. There are two possible routes we could take (maybe more but I cannot think of those):
  • Just give normal Pikachu access to Electric Terrain / Icicle Crash / Flying Press / Meteor Mash / Draining Kiss. This goes against what is found in-game, however.
  • Turn it into a different Pokémon completely. This seems to be the most logical. We can also either create five items similar to appliances / Gracidea / etc. or just give Cosplay Pikachu access to all five moves without the whole costume thing. Then there is the issue of whether to make it accessible to the masses for a short CC price or to make it only accessible through some Training Difficulty TLR (which no one will probably challenge given its usefulness :|) which means another Training TLR for Dogfish and I to test our junior referees on!
But yeah either way, I am interested to know what we are going to do with this.

My plan on Cosplay Pikachu was just going to treat it like Rotom Appliances, where you access the special move by having the costume in your inventory, and you can only bring one costume into battle. The costume really has to be simultaneously usable with Light Ball, because otherwise lol Pikachu.

I am however intrigued by the TLR Route - specifically because it can make that particular Pikachu have access to all those moves, but no Egg Moves or moves from Pichu, and treat it like an FE Pokemon (So it gets a 12% Acc boost instead of Pikachu's 19%). Note that it would still be able to get other Event moves, so it could still get Fly, Surf, Volt Tackle (also an Event Move), Heart Stamp, etc. Basically it'd have RIDICULOUS coverage in exchange for slightly less Acc if it were +Spe, and it loses Nasty Plot, Encore, and a few other less notable moves (Reversal I guess?)

I support the Pikachu just learning the moves. It already has a bunch of silly moves it shouldn't learn, and also is rather bad. What's a few more? This is no where near as serious as Rotom formes.

Serebii have updated their Pokédex with ORAS stuff already. It should be noted that Endure/Sleep Talk, Dark Pulse, and Air Cutter have been de-confirmed as Tutors. I have updated the OP to reflect this.

EDIT: Turns out all Gen V/VI Pokémon learn Secret Power and a handful of Gen VI Pokémon gain Dive. These are: Froakie Line, Clauncher Line, and the Skrelp Line

With the item bonuses, they should imo be able to use other items and stab on the appropriate coverage move or in the case of electric terrain pika, either double stab or indefinite electric terrain because we need to make it worth using at least... >_>

DOUBLE EDIT: Turns out Rayquaza mega evolves when it has Dragon's Ascent (confirmed)... oh... boy. What do?

I have manually gone through Serebiis updated moveset list and created a comprehensive list of all new moves on Pokemon, as well as ASB relevant changes like moves before or after Level 25. You can Ctrl+F for "NEW" inside the hide tags, or I can do some more formatting and bold them and the Pokemon lines as well. A LOT of mons got updates.

Basic Summary:
Most Gen III Mons (and the prior Gen mons in the Gen III Dex) got their movepools condensed and overhauled.
A lot of fast mons got Quick Guard.
Draining Kiss proliferated to some pink mons (Gorebyss, Luvdisc) and female mons (Froslass).
Brine went into the level-up movepool of basically every "salt water" aquatic mon, including Anorith and *Lileep.*
Voltorb / Electrode finally have Discharge lol. (Related: Nuzleaf/Shiftry get Leaf Blade, Castform now starts with Weather Ball [Learns Lv25])
Double Hit Mega-Pinsir laughs at your Substitutes.
Freeze-dry Glalie.
Moar random moves for Flygon.
Quash Sableye for Doubles.
Gallade got Quick Guard and Wide Guard so GG Raids.

On Rayquaza:
Rayquaza is super broken. Expect it to be released with Arceus around the time of the planetary cataclysm.

Consensus around people I have asked says that we are going to do Rotom-style costumes for Pikachu but the only thing unconfirmed is if we are going to create a new mon altogether for Cosplay Pikachu (and either make it buyable or TLR exclusive) or if we are just going to let normal Pikachu have access to these.

So yeah I guess I can throw suggestions for the costumes:

Rockstar Costume: This item when held by Pikachu turns into Rockstar Pikachu. Rockstar Pikachu learns Meteor Mash and gains STAB benefits on Steel-type attacks. Rockstar Costume can be held in addition to any other item, but not in addition to another Costume item. Rockstar Costume cannot be removed or negated and can be used in Items = Training / Off battles.

Cost: N/A or 8 CC | Affected Pokemon: Pikachu or Cosplay Pikachu

I threw extra buffs into the costumes to make them worth using at least, especially PhD Pikachu since Electric Terrain does not exactly scream "use me" unlike the other costumes... The main idea is to combine it with Light Ball to give Pikachu (or Cosplay Pikachu) a crazy niche in serious ASB matches with powerful coverage moves or a permanent Electric Terrain to make the terrains see some use and the like. I have considered making the Electric Terrain buff just two extra rounds and idk whether to make it indefinite or just +2 rounds so I have listed it as indefinite for the moment.

Thoughts?

With regards to Rayquaza, I was thinking we maybe could create a new item called "Rayquazite" to make it "fit in" with the other Mega Evolutions so that Mega Rayquaza would be "balanced" (compared to Mega Mewtwo) because it has to use the Rayquazite as its item.

Rayquazite: Allows Rayquaza to Mega-Evolve into Mega Rayquaza.

Cost: N/A | Affected Pokemon: Rayquaza

Also, I support IAR's Pikachu costumes fully.


EDIT: Maybe we could call it "Jade Orb" instead of "Rayquazite" because the former is an actual item in-game? (HGSS)

I'm thinking maybe have the +2 BAP to Electric-type attacks for PhD Pika only when Electric Terrain is in effect? It kinda pushes it in line with the other costume effects in that you pretty much have to use the move gained to get the effects of the costume.

Not that it would be OP otherwise, because... c'mon.
