Implementing a Permanent IP ban?

Would this be possible, and if so, how would I go about doing so? This is for my personal server.

Breaking Global Rules could earn you a Perma-ban

I believe this is not possible for private servers... the closest you can do is to probably program a bot (preferably a leader+ rank) to /banip everytime you restart the server... you could also program it to take a .ab (autoban) list that would just ban any blacklisted user on sight.
