Superpower Azumarill has around 30-40% usage (depending on where on the ladder you are), so I wouldn't really consider it a lure. You opponent would probably scout for it or expect it so you wouldn't really catch anything off guard with it.
Thanks for the clarification!

Ferrothorn @ Leftovers
Ability: Iron Barbs
EVs: 252 HP / 88 Def / 168 SpD
Relaxed Nature
IVs: 0 Spe
- Bulldoze
- Gyro Ball
- Leech Seed
- Stealth Rock

Ferrothorn is usually a free switch-in for Heatran, but with Bulldoze it can become an effective lure for teammates. Bulldoze does just under half to Heatran, and will likely make the opponent think twice before switching in on you again. Ferrothorn is unlikely to ever KO Heatran (unless the opponent is playing poorly/risky), but Ferro will weaken it for teammates such as Talonflame and Latios through the combination of Bulldoze, Stealth Rocks, and occasionally Leech Seed (if you aren't predicting the Heatran switch). Ferrothorn also further helps Talonflame, as it gives Heatran less chances to put up rocks, and also has great type synergy with it. The spread is standard, with Leftovers for recovery (best item IMO anyways on Ferro, but that's besides the point).

Not to mention Bulldoze Ferrothorn nails Magnezone on the switch-in:
0 Atk Ferrothorn Bulldoze vs. 0 HP / 4 Def Magnezone: 148-176 (52.6 - 62.6%) -- guaranteed 2HKO

Ferro can also live non-Specs HP Fire and bust Magnezone in two shots.

Landorus-Therian Item: Leftovers
Ability: Initmidate
EVs: 248HP / 244 Def / 8 SpDef / 8 SpE
Impish Nature
- Stealth Rock
- Earthquake
- U-Turn
- Hidden Power Ice

0- SpA Landorus-T Hidden Power Ice vs. 0 HP / 0- SpD Landorus: 220-260 (68.9 - 81.5%) -- guaranteed 2HKO
0- SpA Landorus-T Hidden Power Ice vs. 252 HP / 0 SpD Gliscor: 204-244 (57.6 - 68.9%) -- guaranteed 2HKO after Poison Heal
0- SpA Landorus-T Hidden Power Ice vs. 0 HP / 0 SpD Landorus-T: 196-232 (61.4 - 72.7%) -- guaranteed 2HKO

So it can surprise some Walls of Landorus-T, so any of those can switch in without to 2HKO't. The problem is that the EVs are changed, becuase HP ice takes 1 IV point of physical Attack and defense.

The last slot depends on what your team needs. The viability is so much that this Mew hits almost everything. Its weakness is Chansey and Clefable, so it's best to pair Mew with some hard-hitter physically.

Alternatively, Life Orb can be used for more power but Expert Belt brings a better lure and sustainability due to the obvious bulk of Mew.

Heatran @ Leftovers
Ability: Flash Fire
EVs: 248 HP / 192 SpD / 68 Spe
Calm Nature
- Fire move
- Stone Edge
- Taunt

- Support move

So...yeah Stone Edge Heatran is a great lure that i have been using quite a lot lately and works very well.
This lure has been designed against opposing fire type mons specially Talonflame and Char Y. Like the most common talonflame sets atm are the stallbreaker one and the bulk up one, with taunt and spdef investment regular heatran is not a counter anymore cause you can't use toxic or roar and your heatran becomes setup fodder for SD talon. Stone Edge has a 25% of OHKOing without investment and a negative nature+if you fail you can use taunt to prevent talon from healing (only if talon didn't use taunt first or after wasting all the taunt turns cause talon will be more concern on healing itself than in taunting you again) and bulk up talon is easier to stop just taunt it and spam stone edge. And since Char y nowadays run Focus Blast instead of EQ you can easily live one with your spdef investment and retaliate with a 80% chance of OHKO stone edge.

0- Atk Heatran Stone Edge vs. 0 HP / 4 Def Mega Charizard Y: 292-344 (98.3 - 115.8%) -- 81.3% chance to OHKO
0- Atk Heatran Stone Edge vs. 248 HP / 0 Def Talonflame: 316-372 (88 - 103.6%) -- 25% chance to OHKO

252 SpA Mega Charizard Y Focus Blast vs. 248 HP / 192+ SpD Heatran: 222-262 (57.6 - 68%) -- guaranteed 2HKO after Leftovers recovery

How about Gunk Shot? I think it's a pretty solid alternative, and here are some calcs given your current spread.

52 Atk Expert Belt Mew Gunk Shot vs. 252 HP / 252+ Def Clefable: 192-228 (48.7 - 57.8%) -- 56.6% chance to 2HKO after Leftovers recovery

52 Atk Expert Belt Mew Gunk Shot vs. 252 HP / 160 Def Clefable: 233-276 (59.1 - 70%) -- guaranteed 2HKO after Leftovers recovery

I've been testing with this and I've received great results.

Chum Bucket (Tangrowth) (M) @ Choice Specs
Ability: Regenerator
EVs: 248 HP / 8 Def / 252 SpA
Modest Nature
- Leaf Storm
- Hidden Power [Fire]
- Focus Blast/Knock Off
- Ancient Power

I believe a choice specs Tangrowth set is a standard set in RU. That said, I've never played RU. Anyways, this thing is a great lure for many offensive and defensive pokemon alike. With a Leaf Storm backed up by a 100 base special attack stat and Choice Specs, it hits anything that doesn't resist it pretty hard. To put it simply, this thing is a nuke. Leaf Storm works well especially with Regenerator as you will be switching out a lot. With 248 HP investment, Tangrowth is pretty bulky and can survive a super effective non-STAB physical attack and retaliate with a strong move of your own.

Hidden Power is crucial to this set, and makes this thing a lure in the first place. Many counters and checks to Tangrowth are bulky grass types, such as Gourgiest Super and Ferrothorn, that can absorb leech seed and powder moves. Hidden Power DESTROYS these pokemon, nearly OHKOing Ferrothorn without any prior damage. Hidden Power Fire also allows Tangrowth to check bug type switch ins that could otherwise set up on Tangrowth, such as Mega Scizor. Skarmory, a pokemon that would usually find itself setting hazards up on Tangrowth, is 2HKOd.

Focus Blast is used to check Heatran switch-ins, nearly OHKOing it with stealth rock on the field. Knock Off is an alternative if you want to be able to check Latis and Chansey switch-ins, and can also be used to try to make your opponent think you are a defensive set.

Ancient Power is in the final slot as it allows Tangrowth to nail Charizard and Talonflame switch-ins. In general, Ancient Power is there to hit flying types that resist Focus Blast and Leaf Storm.

RELEVANT CALCS:

Gimmick

Electric potential
Lures make up some of the most interesting sets in the game because they can be unusual yet very effective. A ton of the most successful teams I've seen in tours like SPL and OST are centered on a lure and a sweeper/cleaner which really just attests to how vital lures are to teambuilding. Here's one that I've had great success with lately:

Thundurus (M) @ Life Orb
Ability: Defiant
EVs: 68 Atk / 188 SpA / 252 Spe
Naive Nature
- Knock Off
- Superpower
- Thunderbolt
- Grass Knot

I have to say this lure has a relatively specific partner in mind--Mega Manectric--but still lures quite a few Pokemon in excellently. The current on-site Thundurus analysis does not list Grass Knot on the Physical set, so this lure is incredibly effective at feigning either the Mixed Defiant or Prankster Attacker at different times. Using Grass Knot hints to people that it might be a full special set whereas Superpower and Knock Off usually imply that it's not carrying Grass Knot. That's the key. Mega Manectric's excellent coverage corresponds to very few checks, and this Thundurus set not only lures them it but also heavily damages them if not removes them entirely. Some examples include Hippowdon, Lati@s, Tyranitar, Kyurem-B, Chansey/Blissey, Swampert(-Mega), Quagsire, Conkeldurr (Knocking Off its AV is a big help), Gastrodon, Seismitoed, and others that are less relevant. Obviously, Grass Knot, Knock Off, and Superpower are the "lure" moves here as they get rid of a vast majority of Manectric's checks (except ofc Charizard-X, that buttface). The funny thing with this set is, though, that I rarely ever actually click Tbolt. I'm always clicking Grass Knot and Knock Off, which tells me it does it job. I don't really miss HP Ice too much since Landorus-T switch-ins give Thundurus +1 due to Defiant and usually get their Scarfs Knocked Off anyway. Another good partner to this set is Raikou I suppose. Its partners really are limited to electric types because this Thundurus set tends to lure in some obscure things.

68 Atk Life Orb Thundurus Knock Off (97.5 BP) vs. 0 HP / 0 Def Latios: 263-309 (87.9 - 103.3%) -- guaranteed OHKO after Stealth Rock
^ That's the point of the 68 Atk EVs.

68 Atk Life Orb Thundurus Superpower vs. 4 HP / 252+ Def Chansey: 530-627 (82.5 - 97.6%) -- 68.8% chance to OHKO after Stealth Rock
(after Knocking Off its Eviolite)

188 SpA Life Orb Thundurus Grass Knot (60 BP) vs. 252 HP / 4 SpD Gastrodon: 374-442 (87.7 - 103.7%) -- 62.5% chance to OHKO after Stealth Rock
(it obviously OHKOs all the other Water/Grounds. Gastrodon is the lightest of them all)

188 SpA Life Orb Thundurus Grass Knot (120 BP) vs. 252 HP / 4 SpD Hippowdon: 411-486 (97.8 - 115.7%) -- guaranteed OHKO after Stealth Rock

188 SpA Life Orb Thundurus Grass Knot (120 BP) vs. 252 HP / 252+ SpD Hippowdon: 278-330 (66.1 - 78.5%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery

68 Atk Life Orb Thundurus Superpower vs. 252 HP / 252+ Def Tyranitar: 364-432 (90 - 106.9%) -- guaranteed OHKO after Stealth Rock

68 Atk Life Orb Thundurus Superpower vs. 0 HP / 0- Def Kyurem-B: 299-354 (76.4 - 90.5%) -- guaranteed OHKO after Stealth Rock
(The Hasty/Mild one)

68 Atk Life Orb Thundurus Superpower vs. 0 HP / 0 Def Kyurem-B: 268-317 (68.5 - 81%) -- 50% chance to OHKO after Stealth Rock
(The Naive one)

Slowbro @ Slowbronite
Ability: Regenerator
EVs: 240 HP / 252 SpA / 16 Spe
Modest Nature
IVs: 0 Atk
- Scald
- Fire Blast
- Psyshock
- Slack Off

This is a pokemon that I used early ORAS and it worked out really well for me.Fire Blast is absolutely amazing on this thing, hitting the likes of Ferrothorn and Skarmory, pokemon that are common switch ins to M-Slowbro while also hitting Bisharp that attempt to SD,it takes an unboosted Knock Off pretty well.Psyshock is also awesome, hitting the the likes of Amoonguss and Tentacruel, although they shouldn't be staying in on a Slowbro, they're very common switch ins.Scald is a great STAB in general.

This set aims to take advantage of M-Slowbro's brilliant defense stat so that it performs well against physical attackers while beating its common switch ins, even without any investment its defense stat reaches a really high 435.

I wouldn't really call this a lure. There's an analysis in progress for this kind of set and Tank Mega Slowbro is becoming more common and known.

Amoonguss wouldn't switch in on the Scald?I'd agree that it wouldnt stay in on the Psyshock but it'd defo come in on a Scald and then hard switch
Amoonguss doesn't really appreciate scald burns either, but that could be said about just anything. I feel that fire blast is more of a general useful coverage move as opposed to a specified lure.

Here's a fun set that I've been using for the last day or so:

Breloom @ Lansat Berry
Ability: Technician
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Swords Dance
- Mach Punch
- Bullet Seed
- Natural Gift

Lansat Berry gives you a one-time 100 BP flying type move with Natural Gift. Breloom naturally attracts grass types who want to absorb Spore and can typically wall the combination of grass/fighting/rock that Breloom packs - in particular Celebi, Mega Venusaur, and Amoonguss. They typically stay in after a Swords Dance to try to either kill Breloom with a poison-type move or boost up with Nasty Plot (in the case of Celebi), so you can kill them with Natural Gift:
+2 252 Atk Lansat Berry Breloom Natural Gift (100 BP Flying) vs. 252 HP / 148+ Def Celebi: 344-406 (85.1 - 100.4%) -- 81.3% chance to OHKO after Stealth Rock
+2 252 Atk Lansat Berry Breloom Natural Gift (100 BP Flying) vs. 232 HP / 0 Def Mega Venusaur: 364-430 (101.3 - 119.7%) -- guaranteed OHKO
+2 252 Atk Lansat Berry Breloom Natural Gift (100 BP Flying) vs. 252 HP / 240+ Def Mega Venusaur: 274-324 (75.2 - 89%) -- 12.5% chance to OHKO after Stealth Rock
+2 252 Atk Lansat Berry Breloom Natural Gift (100 BP Flying) vs. 252 HP / 136+ Def Amoonguss: 446-526 (103.2 - 121.7%) -- guaranteed OHKO

Flying type coverage also gives you some incidental neutral coverage against a couple of other random pokemon that would typically tank your attacks well, like Mega Altaria or Scizor, so Natural Gift isn't totally useless when your opponent doesn't have a grass type. This lure works well because SD Breloom is often carrying Focus Sash, so your opponent won't be weirded out by the fact that they don't see LO damage or some indicator of another item. Additionally, the Pokemon that this set lures in typically stay in after an SD to try to kill it, so you get your payoff reasonably often. You should pair this set with Pokemon that need these grass types removed. I've been using it with DD Altaria, who really hates Mega Venusaur and Amoonguss (and is a big part of the reason these mons are seeing a resurgence). Other ideas could be water types like Keldeo or DD Feraligatr.

Edit: BUT WAIT, THERE'S MORE! Lansat Berry has an actual effect - it's a pinch berry, like Salac, but it boosts your critical hit chance by 2 stages (equivalent to a Focus Energy) when you go below 25%. With the new crit mechanics, that's a 50% chance to crit...so every once in a while, you'll get a +2 Breloom throwing Mach Punches around that each have a 50% chance to crit. This is obviously not something to rely on, or the main purpose of the set at all, but it is an occasionally relevant (and highly amusing) bonus.

Double edit: My good pal gizmo correctly pointed out that Lum Berry also gives you a flying type Natural Gift, and has a much more consistently helpful effect. Unfortunately, it only gives you an 80 BP flying type move, which is pretty significant:
+2 252 Atk Lum Berry Breloom Natural Gift (80 BP Flying) vs. 232 HP / 0 Def Mega Venusaur: 294-346 (81.8 - 96.3%) -- 56.3% chance to OHKO after Stealth Rock
+2 252 Atk Lum Berry Breloom Natural Gift (80 BP Flying) vs. 252 HP / 240+ Def Mega Venusaur: 220-260 (60.4 - 71.4%) -- guaranteed 2HKO after Stealth Rock

Ultimately, I don't think that running Lum is worth the reduced potency as a lure, but it's certainly an option to be aware of.

Here's a lure that I've used for a couple weeks:

490.gif

Manaphy @ Lum Berry
Ability: Hydration
EVs: 96 HP / 252 SpA / 160 Spe
Timid Nature
- Scald
- Ice Beam
- Energy Ball/Psychic/Shadow Ball
- Tail Glow

This is your average "Tail Glow +3 attacks" Manaphy with Shadow Ball to lure Mega Metagross and Jirachi. Both of these are used in order to gain advantage of the type matchup and either cripple or set up on it. The lum Berry saves you from paralysis from Jirachi and Shadow Ball Destroys both after a Tail Glow boost (still does over half when unboosted). This would destroy the hopes of a late game sweep or a comeback by the foe -if you found the time to set up a Tail Glow or could weaken these two pokémon- but still it's not as reliable as the rest of the other coverage options and leaves Manaphy open against Mega Venusaur as it really needs Psychic to actually hurt it. So this set should only be used if you desperately need a plan B for these pokémon which makes this a bad lure tbh. Shadow Ball also hits Gothitelle, Gengar and Mew harder than Scald.

(I'll add the calculations if I find the time.)
