Pretty much a good way to catch faster, frailer threats off guard. Endure to get to 1 HP, then get the jump on your opponent after activating Custap Berry with either Thunderbolt, Ice Beam, or Focus Blast depending on the situation.

I don't know if this is a standard set or not, but I'll post this anyways, because Regice has a barren movepool outside of BoltBeam and Focus Blast.

Basically this set strays from Regice's typical cleaning abilities via Rock Polish, and instead acts as a great check to most special attackers in the tier, thanks to its gigantic 200 SpD stat. One big issue with Regice however is its lack of recovery, and the coverage it misses out on when using Sleep Talk over Focus Blast, so I decided to just slap on a chesto berry to keep Focus Blast coverage. With chestorest, Regice is able to switch in more often and be able to have much more staying power. This set is good on bulky offense looking for a check to a plethora of special attackers such as Haunter, Misdreavus, as well as Raichu and Chatot without rocks up. The speed ev's allow Regice to outspeed uninvested Gourgeist-Super and everything under, primarily Probopass and Piloswine, however more speed can be ran to outspeed Golem and 56 spe Poliwrath, which is where timid nature should probably be used to preserve some bulk.

Here we are... I'm now going to do an absolutely unexpected Regice... gimmicky as heck, but who cares?

A lot of people complains about kinda depressing physical defense of our dear Regice... But with curse, you can patch that thing and be annoying as heck, restoring your HP with rest... After a few curses, your enemy will need to pray for a crit to beat it... Also if Jumpluff attack can be usable with some setup, how can we say that Regice's isn't usable too?
Ironically this kind of set can work because it can get into something that usually scares like Torterra and Tangela, and get a free curse to destroy the utterly common Ninetales (if running EQ of course)...
Actually after STAB and considering that Regice will move last almost always, it will do a nice amount of damage with Avalanche... So... Wynaut?

So Gravity is actually a really cool move that often goes unnoticed because it's description on Showdown only says it negates all Ground-type immunities. What it doesn't say is that it also lowers all Pokemon's Evasion by 2 stages, making any move above 60% accuracy 100% accurate. Regice has great BoltBeam coverage along with Focus Blast (which never hits itself), but what if you could use Blizzard and Thunder instead without consequence? Well now you can, with Gravity, making all three of these moves 100% accurate. 252 Spe EVs allows you to outspeed 56 Speed Poliwrath, opposing Regice, and anything below (including Modest/Adamant Base 45s like Marowak and Golem).
Edit: Slashed Zap Cannon with Thunder, as it reaches is a level of accuracy that is actually viable, but still isn't 100%.

There isn't much of a reason not to run max speed on this set, as not tying other Regice really isn't worth the measly 4 extra hp that that spread gives you. (I think you meant to have more hp evs now that I look at it as this spread doesn't add up to 510 evs, but honestly I still don't see how the tiny bit of extra bulk you get is worth it.)
