Machoke is a pretty solid Check to Regice where it can OHKO it with Close Combat or deal some solid damage against it with Bullet Punch. Machoke can't necessarily switch into a move from Regice, but is able to take it on very well. With the combination of Life Orb Damage, Potential Hazards, and Its attacks, Machoke can wear down Regice pretty easily.

Clefairy switches into every move Regice carries and proceeds to Life Orb stall it or Thunder Wave it. The only way Regice can defeat Clefairy is with some insane freeze / paralysis hax.

Looks pretty close but because of Magic Guard Clefairy is really hard to wear down. The moveset doesn't need to be exactly like that, Clefairy has lots of options.
Hypno easily switches into Regice's attacks, then heals itself with Wish + Protect. It can status Regice to wear it down or stop its sweep or just pass a wish to a teammate who can tank one hit from Regice and get brought back to full, and then threaten it out.

Duosion is an underrated threat in this tier imo, like a more physically defensive clefairy. Duosion can easily take a hit from regice then start setting up calm minds and recover all damage as regice kills itself with life orb recoil. The only them stopping duo from winning would be several crits and freezes.

Tangela is known for its high physical defense along with Eviolite, which reaches high levels for the tier, enough to take few damage from every Stoutland moves, and can recover damage anyway with Synthesis. It can answer back sleeping it or using Giga Drain to deal some damage and recover some hps.

For victim of the week wouldn't it be best if there are no move slashes? Otherwise you cannot know for sure if your Pokemon counts as a check / counter as it might lose to one of the slashed moves (for example Poliwrath could be used as a check but takes a ton from Play Rough which is slashed second).
Anyway, based Solrock is a counter.

Solrock switches into any move this Stoutland carries and proceeds to burn, set up Stealth Rock, or recover health with Morning Sun. This Pokemon has seen better days (RIP Tauros, Bouffalant, Camerupt) and struggles with Water and Grass being the best types in the tier at the moment but is still a viable choice on a competitive team.

Barbaracle can't switch in, but its presence means that Stoutland should be afraid of spamming Return as it presents a setup opportunity for Barbaracle. If your other teammates are stuff that outspeed Stoutland and/or can take one hit in a pinch, Stoutland should be pretty manageable. Chople is legit so that you can set up on it 1v1 and also does well against stuff like Ursaring.

Choice Scarf Raichu can't switch in on Hydro Pump, but can take an Ice Beam and a few HP Electrics, though it's mostly preferred to bring it in on revenge kill. Once it has brought in, Raichu can easily OHKO Floatzel with either Volt Switch, which allows the team to gain momentum on the probable switch, or just go for Thunderbolt to attempt a clean. Also Switcheroo isn't as effective bc Floatzel will become locked into it anyway.

At first I thought countering this Floatzel would be easy due to the lack of Focus Blast, but the Switcheroo really changes things. This is the set that Dundies posted in the Underrated thread and it works pretty well as a check.
The main thing Swalot has over the competition is Sticky Hold, making it immune to Switcheroo. The spread can also never be 2hko, even after rocks are up. After taking the Hydro Pump, this Swalot can heal back some health with Giga Drain. With some good rolls for you, Swalot can come in multiple times.
