Ok so our teams (germany and spain) agreed on not using Hoopa-U this round.

Ik I'm not in wcop but I thought standard tour rules was that if something wasn't released at the start of the round or before any games played then it was illegal for that round. Hoopa wasn't released till today and Get Backer and PDC played yesterday so this decision seems strange...
