what scizor spread outspeeds heatran with no investment?

A lot of variables are missing, but:

Some numbers

Lv. 50
Assuming Heatran 31 Speed IV, 0 Speed EVs.
Timid = 106 Speed.
Modest = 97 Speed.

Scizor:
Jolly w/ 100 Speed EVs = 107 Speed.
Jolly w/ 36 Speed EVs = 99 Speed (98 is skipped).

Adamant w/ 172 Speed EVs = 107 Speed.
Adamant w/ 100 Speed EVs = 98 Speed.

Lv. 100
Heatran:
Timid = 209 Speed.
Modest = 190 Speed.

Scizor:
Jolly w/ 100 Speed EVs = 210 Speed.
Jolly w/ 32 Speed EVs = 191 Speed.

Adamant w/ 176 Speed EVs = 210 Speed.
Adamant w/ 100 Speed EVs = 191 Speed.

Mega Scizor again adds another collection of spreads, but I'm too lazy to calc those without specification.

I've been resetting Diancie all day now... Pfff, this takes time! I've got a Hasty 31/31/28-29/31/16-17/31 now which I'm quite proud of because of it becoming my Mega Diancie + mixed attacker. Though, should I keep it or toss it? And go for something els?

SpDef too low imo, so toss. If going mixed, I'd suggest aiming for 31.31.28+.31.28+.31

Does having a syncronise Mon in your first slot give u a 50% chance of having a Pokemon through code have the same ability and would a raquayza code still work cuz I got one through a friend

Synch doesn't work any of the gen 6 event Pokemon, so unfortunately no to your first question. As for your second question, it might but I'm not 100% sure on that. The Dragonite code technically lasts until October, but the distro has long ended. If you are just planning on using it for yourself, you could always just try to redeem it XD

Any of the above, Hasty works too. Since you want a Mega, you should shoot for 31/31/28+/31/28+/31. If you want defensive, 31/28+/31/28+/31/31

No..? Mega Diancie needs perfect attacking stats, speed, and HP. Defensive Diancie needs perfect defensive stats, HP, and speed.

You should ask here (or just check the dex) next time. You never know if you got something (except if it's gentle or something but you get it)
