Waterfall hits extremely hard due to Primal Kyogre's high base 150 Attack and the power boost granted to Water-type attacks by Primordial Sea. Waterfall also has a nifty 20% flinch chance that comes in handy when facing slow walls or paralyzed foes, which is why it is used over the slightly more powerful Aqua Tail. Earthquake is mainly used to hit Primal Groudon on the switch and deals over 40% to support sets on average. It is also Primal Kyogre's best option against Ferrothorn, although it does not 3HKO Ferrothorn without prior damage. Ice Beam is used even with an Adamant nature because of its ability to reliably OHKO Mega Salamence and Rayquaza. Avalanche cannot OHKO Mega Salamence if it chooses to set up a Dragon Dance instead of immediately attack Primal Kyogre and cannot come close to OHKOing Latias on the switch, as Avalanche does not double in power unless Primal Kyogre is directly attacked that turn. Thunder Wave is used in the last slot to cripple would-be checks such as Latios, Latias, Grass Arceus, and Water Arceus. It also allows Primal Kyogre to check Calm Mind Arceus formes more effectively.

Set Details

Physical Primal Kyogre uses a simple maximum HP and Attack EV spread to hit as hard as possible while taking repeated blows from the special attackers it is trying to check or paralyze. The given EV spread does not use Speed investment because Primal Kyogre will ideally be slower than Primal Groudon in the lead position. In fact, Primal Kyogre can run a Brave nature and 30 Speed IVs to ensure that even Sassy Primal Groudon will be faster than it. However, 12 Speed EVs are possible if you want it to outspeed maximum Speed Diancie before it Mega Evolves, although this is not necessary, as Diancie will not stay in on Primal Kyogre anyway unless it uses Protect turn one. Primal Kyogre can also run 56 or more Speed EVs to outrun most Ho-Oh.

Usage Tips
========
Primal Kyogre is a quality lead if you're expecting the opponent to lead with Primal Groudon, as it should be able to get heavy rain up by virtue of being slower. From there, it can either spam Waterfall or attempt to cripple your opponent's secondary Primal Kyogre check (which will likely switch in) with Thunder Wave. If Primal Kyogre is in on a Pokemon that it threatens, such as Ground Arceus, and your opponent still has a healthy Primal Groudon, it can deal over 40% damage to it on the switch if you predict correctly and use Earthquake. Doing so will help either Primal Kyogre or a teammate break through it later in the match. Be careful about switching Primal Kyogre directly into Primal Groudon or Ho-Oh, as even with maximum HP, it risks getting 2HKOed by Precipice Blades from the former or Brave Bird from the latter.

This set is helpless against Ferrothorn, so double switch out of it whenever possible to Pokemon such as Ho-Oh and Primal Groudon. Remember that, although Primordial Sea does shield Primal Kyogre from Sacred Fire and Lave Plume, it does not protect it from Will-O-Wisp, so be careful around Pokemon that commonly run the move, as a burned Primal Kyogre is essentially useless. Finally, be very careful of Yveltal, as Foul Play will do massive damage to this set.

Team Options
========
Ho-Oh is an excellent offensive partner for Primal Kyogre, as it can help break down walls such as Primal Groudon and Arceus formes with Primal Kyogre while checking Shaymin-S and Ferrothorn. It also appreciates Primal Kyogre's paralysis support. Geomancy and Choice Scarf Xerneas are also good partners because Kyogre is capable of luring and dealing massive damage to some of Xerneas's checks, such as Blissey and Primal Groudon. Moreover, Primal Kyogre appreciates teammates that can check Zekrom and Latios. Primal Groudon provides an immunity to Electric-type moves and can set up Stealth Rock, while Ferrothorn resists both of Zekrom's STAB moves and has no problem checking Latias and Latios lacking Hidden Power Fire. Checks to opposing Primal Kyogre, which can threaten this Primal Kyogre set with Thunder or Scald burns, are also appreciated; Grass Arceus and Primal Groudon take on Primal Kyogre easily.

waterfall is there for its flinch chance, particularly useful with para, it should be super obvious, so I guess I'm being trolled or something.

regarding brave nature... if anything it would be good to outslow pdon in lead scenarios etc. The only target for ice beam is mence, which still gets KOd.
 
ya i can mention brave in set details, but ya it doesn't need the extra power on ice beam

probably just give it 12 Speed for max speed unevolved Diancie like most of the base 90s, really fun set
 
I'd probably mention that this is a physical attacker that loves to switch into Sacred Fires/Lava Plumes.... but also mention that Primordial Sea doesn't actually stop Will-O-Wisp and you will get burned - this is probably good to know for anyone not aware.

This set is goddamn evil and we should probably feel bad for writing it up.

If you use it uses a physical move before it Blissey comes in, physical Kyogre loses the element of surprise. This Kyogre set is helpless against Ferrothorn, so double switch out of it whenever possible to Pokemon such as Ho-Oh and Primal Groudon. Remember that, (AC) although Primordial Sea does shield Primal Kyogre from Sacred Fire and Lave Plume, (AC) Primordial Sea it does not protect Primal Kyogre it from Will-O-Wisp, although it does shield it from Sacred Fire and Lava Plume, so don't let it get burned by a Will-O-Wisp user be careful around Pokemon that commonly run the move, as a (or however you want to rephrase it, but it made more sense to put the SF/LP point at the front and the repetition of WoW was ugly) burned Kyogre is essentially useless. Finally, be very careful of Yveltal, as Foul Play will do massive damage to this set.

Team Options
========
Ho-Oh is an excellent offensive partner for Kyogre, as it can help break down walls such as Primal Groudon and Arceus formes with Kyogre while checking Shaymin-S and Ferrothorn. It also appreciated appreciates Kyogre's paralysis support. Geomancy and Choice Scarf Xerneas are also good partners because Kyogre is capable of luring and dealing massive damage to some of its checks, such as Blissey and Primal Groudon. Like other Kyogre sets, physical Kyogre appreciates teammates that can check Zekrom and Latios. Primal Groudon provides an immunity to Electric-type moves and sets Stealth Rock, whereas Ferrothorn resists both of Zekrom's STAB moves and has no problem checking Latias and Latios lacking Hidden Power Fire. Checks to opposing Primal Kyogre, which can threaten this Kyogre set with Thunder or Scald burns, are also appreciated; Grass Arceus and the aforementioned Primal Groudon take on Kyogre easily.
