Dragonite is ridiculous for offensive teams to switch into, but Metagross has an okay time with it. Banded Outrage fails to 2HKO even after Rocks, while Metagross's Ice Punch takes out most of Dragonite's HP through Multiscale while OHKOing with any prior damage. Gross is hard pressed to switch into a coverage move, though, as Earthquake has a chance to OHKO and Fire Punch deals quite a bit of damage as well.

If you receive a burn the first time around, then later on Slowbro will be more of a check since Extreme Speed and Stone Edge can 3HKO with Rocks up, but if Entei's taken too much at that point (~35%), you can still threaten it out regardless of what move it's locked into using.
Manaphy switches in freely against all of Entei's moves and can proceed to set up a Rain Dance, making Entei's Sacred Fire do even less (and, as a bonus, Hydration cures Sacred Fire burns and heals it back to full health if Rain is active). The best Entei can do is Stone Edge, which does upwards of 35%. Combined with its shaky accuracy, Manaphy will always come out on top. Manaphy 2HKOs back even without Rain active, and has a chance to OHKO with Scald in rain.

Thanks to an incredibly unique typing and extremely solid bulk on the Physical side, this Zygarde can be considered a hard counter to CB Entei. In return, Zygarde can KO in return with Earthquake.

There are plenty of Pokemon that may not mind switching into a strong Fire-type move like Sacred Fire, but that nasty burn chance significantly decreases what can switch into it reliably. Suicune on the other hand, gives absolutely no fucks about any of its moves as well as Sacred Fire's burn chance, as it can just Rest up and proceed to hopefully start talking some Calm Minds or Scald burns on w/e switches in.

Rotom-w serves as a good check to Choice Band Entei, and can switch into it a majority of the time unless Entei uses Stone Edge and hits 3 in a row. Rotom-w does not mind the burns from Sacred Fire too much, as it is a special attacker, and it can hit back with a Hydro Pump. However, it needs a bit of chip damage in the form of rocks or a prior attack to have a sure OHKO with Hydro Pump. It also has decent recovery in Pain Split, so it can switch in more than once.

Quagsire doesn't care about Entei, like, at all. It doesn't mind being burned by Sacred Fire (it sucks that Earthquake will do pitiful damage, but it's so much better to be burned than Toxic'd in its case), it doesn't mind being slowed down by Bulldoze since it's already slow as whatever it's supposed to be and it doesn't mind moving last for the same reason. Also, Quagsire has access to reliable recovery in the form of Recover and can simply Toxic-stall Entei to death while it Recovers its damage off. Oh and it doesn't mind entry hazards bar Toxic Spikes against Entei since it can't be 2HKOed by any move after SR and 3 layers of Spikes (if burned, Extreme Speed has a 2% chance to 2HKO)!

How'd this thing not get picked yet? Heatran fares well against both of Entei's spammable moves, Sacred Fire and Extremespeed, while Earth Power 2HKOes back. This is only a check, though, as Stone Edge has a chance to 2HKO and Bulldoze is an OHKO. However, the mere presence of Heatran makes Entei much more manageable, as it turns Sacred Fire from an extremely spammable move into a liability.

Thanks to its Ground-typing in combination of Thick Fat, Mamoswine is immune to Raikou's main STAB and takes pitiful damage from Hidden Power Ice. Even at +1, Raikou does pathetic damage to it, and Mamoswine can simply click Earthquake and watch everything drop. Although it has no reliable recovery, Mamoswine has absolutely no fear of switching in more than once, even with Stealth Rock.

Raikou literally cannot hurt Quagsire. It's immune to Electric-type moves and neutral to HP Ice, which does minimal damage, giving it plenty of opportunities to fish for burns or 2HKO with Earthquake. Recover restores Quagsire's health, and will most likely keep it healthy until Raikou faints, but Pressure makes it somewhat risky.

Mega Charizard X is a very nice mon for beating Raikou. Raikou can't really do anything to Mega Charizard X thanks to its Dragon/Fire typing, and Mega Charizard X can hit Raikou back hard. The thing that is nice about using Mega Charizard X as you Raikou counter is that it can do a lot more than just beat Raikou. Will-O-Wisp support is useful on every defensive team, and Mega Charizard X makes good use of it. It is also able to beat a lot of threatening mons to standard defensive teams: Bisharp, Thundurus, Scizor, and Weavile. However, you can't necessarily depend on Mega Charizard X as your only answer to Raikou; because if it is running Volt Switch, and Stealth Rock are up, it is going to be a pain in the ass to switch into with Mega Charizard X. You will be able to switch in a few times, but Mega Charizard X will start to get worn down. The combination of Volt Switch and Stealth Rock is even more annoying due to the fact that Mega Charizard X can't run Leftovers. For this reason, I would say that Mega Charizard X is only a soft counter. However, Calm Mind Raikou usually doesn't run Volt Switch because it wants to keep its boosts, so you usually don't have to worry about it. Otherwise, Mega Charizard X completely walls Raikou. Even with a few boosts, Thunderbolt is going to be doing next to nothing. Raikou doesn't have any strong coverage to hit Mega Charizard X with either, so you don't need to worry about lure sets.
