[OVERVIEW]

Celebi's well-rounded base stat distribution makes it a solid option for offensive teams, defensive teams, and even balanced teams, and its vast movepool with great coverage options for its offensive sets and fantastic utility options for its supportive sets grants it extreme versatility. Celebi also has a useful ability in Natural Cure, allowing it to heal itself of status upon switching out. Celebi is one of the best checks to bulky Water-types because it is able to set up faster than them and has Natural Cure to heal off burns from Scald. Thanks to its bulk, Celebi often gets multiple opportunities to set up as well. Furthermore, Celebi has a great matchup against most other Stealth Rock setters, as well as entry hazard removers, due to its speed, typing, and coverage. However, despite Celebi's many coverage options, it will always get walled by at least one Pokemon, depending on its moveset. Celebi also struggles to take on many faster Pokemon and Choice Scarf users. It is weak to seven different typings, including some that are offensively dominant in UU such as Fire, Ice, and Dark. It notably takes super effective damage from some of UU's most common priority moves in Ice Shard, Sucker Punch, and Shadow Sneak. The weakness to Dark also makes Celebi more vulnerable to being Pursuit trapped. Lastly, Celebi is extremely weak to Bug, allowing many faster Pokemon with U-turn to easily take advantage of it.

move 2: Giga Drain
move 3: Psychic
move 4: Dazzling Gleam / Recover
item: Leftovers / Life Orb
ability: Natural Cure
nature: Timid
evs: 252 SpA / 4 SpD / 252 Spe

[SET COMMENTS]
Moves
========

Nasty Plot is used to raise Celebi's damage output and set it up for wallbreaking or a potential sweep. Giga Drain is great for keeping Celebi healthy, especially if you opt for a Life Orb. Energy Ball is an alternative that could be used for its higher damage output. It has noticeable perks when you opt for Leftovers such as an extremely high chance to OHKO Krookodile without any boosts. Psychic is the secondary STAB move, and it allows Celebi to hit Fighting-types and Poison-types super effectively. Dazzling Gleam is in the final moveslot so that Celebi avoids getting walled by certain Pokemon such as Hydreigon and Mandibuzz. Recover can be used instead for reliable recovery, and it can be a nice option to pair up with Energy Ball. Alternatively, Celebi can make use of Earth Power or Hidden Power Fire if the user would prefer dealing with Steel-types better.

Set Details
========

Maximum Special Attack and Speed investment with a Timid nature allows Celebi to hit as hard as possible without having to compromise its speed. Leftovers is the primary item on this set and offers Celebi passive recovery in addition to Giga Drain. Life Orb can be used instead to maximize Celebi's damage output at the expense of taking recoil and having no additional form of passive recovery. Alternatively, a Colbur Berry could be used in order to take a hit from threats such as Mega Absol, Mega Sharpedo, and Hydreigon more easily before striking back.

Usage Tips
========

Remove counters to Celebi from the game with help from other teammates. Pokemon such as Hydreigon, if Celebi isn't running Dazzling Gleam, and Steel-types, if Celebi isn't running Earth Power or Hidden Power Fire, are able to wall Celebi with ease. Other obstacles that can outspeed and beat Celebi one-on-one, such as Mega Beedrill and Mega Houndoom, also should be taken out of the game. From there, Celebi can set up a Nasty Plot and start breaking walls. However, Celebi doesn't necessarily have to be used as a wallbreaker and can instead act as a late-game sweeper against slower teams if needed. Celebi is great at dismantling common cores for balance. It is able to power through common special walls found on balanced teams such as Florges and Sylveon thanks to its bulk and Nasty Plot and finds many opportunities to set up on the bulky Water-types that anchor most balanced teams as well.

Team Options
========

Mega Aerodactyl can be a good partner for Celebi, as it can beat or Pursuit trap certain threats that trouble Celebi such as Crobat, Mega Beedrill, and Entei. In return, Celebi is able to handle bulky Water-types and Ground-types that Mega Aerodactyl may struggle with. Fairy-types such as Florges and Sylveon make for good partners for Celebi because they deal with Hydreigon and other Dark-types pretty well while only stacking a weakness to Poison. However, certain Dark-types, such as Choice Band Krookodile, may remain threatening. Bulky Water-types such as Suicune and Swampert make for good partners for Celebi because they cover the weakness to Fire, while Celebi can help them deal with opposing Water-types and Electric-types. Fire-types such as Entei and Mega Houndoom also make for good partners with Celebi because they are able to help with Celebi's 4x weakness to Bug, as well as its weaknesses to Ice and Grass, while Celebi can break down bulky Water-types and Rock-types in return.

[SET]

move 4: Baton Pass / Perish Song / Stealth Rock
item: Leftovers
ability: Natural Cure

evs: 240 HP / 244 Def / 24 Spe

[SET COMMENTS]
Moves
========

Giga Drain is the preferred STAB move for its passive recovery and ability to hit Water-types super effectively. Psychic can be chosen instead if Celebi is needed to check Fighting-types or Poison-types. Recover is needed for Celebi to heal back up as it begins to get whittled down. Celebi has many options for its third moveslot. Thunder Wave allows it to cripple faster threats, making them easier for the team to deal with. Perish Song allows Celebi to put the opposing Pokemon on a timer, effectively forcing it to either switch out or faint by the end of the third turn. Stealth Rock could be used if the team lacks another user for it. The fourth moveslot can make use of one of the options that weren't used in the previous moveslot, as well as Baton Pass to gain momentum or avoid taking the extra damage from Pursuit. A couple of other helpful moves that Celebi could run on this set are Heal Bell and Leech Seed. The former allows Celebi to clear its team of status, and the latter can be used to punish setup sweepers or slowly wear down the opposing team while also keeping healthy more easily.

Set Details
========

Leftovers gives Celebi a form of passive recovery apart from Giga Drain. 24 Speed EVs are there so that Celebi can outpace Adamant Honchkrow. 240 HP EVs maximize Leftovers recovery. The remaining EVs and a Bold nature are used to make Celebi as physically defensive as possible and a better check to Fighting-types. Alternatively, an EV spread of 240 HP / 244 SpD / 24 Spe with a Calm nature can be used to better take special attacks from Pokemon such as Mega Blastoise and Mega Sceptile.

Usage Tips
========

Celebi can act as a lead in order to set up Stealth Rock, cripple a Pokemon with Thunder Wave, or even just fire off whichever STAB move it is using. It can pivot into neutral or resisted hits and use one of its attacks or support moves from there. Baton Pass can be used to pivot out to another teammate on the opponent's switch or to simply avoid taking the extra damage from Pursuit. Recover should be used frequently so that Celebi can keep healthy after taking repeated hits. Perish Song can be used in order to force out setup sweepers like Suicune and Reuniclus, or to force a Pokemon to faint in three turns if it is the last one standing on your opponent's side of the field.

Team Options
========

Bulky Defog variants of Salamence make for a good partner for Celebi, as they offer entry hazard removal for the team as well as a check to Fire-types. Special walls like Florges and Blissey to complement physically defensive Celebi, or physical walls like Suicune and Alomomola to complement specially defensive Celebi, also make for good partners on defensive teams.

[SET]
name: Baton Pass
move 1: Swords Dance / Nasty Plot
move 2: Baton Pass
move 3: Recover
move 4: Seed Bomb / Giga Drain
item: Leftovers / Weakness Policy
ability: Natural Cure
nature: Careful / Calm
evs: 240 HP / 244 SpD / 24 Spe

[SET COMMENTS]
Moves
========

Swords Dance should be used if the primary Pokemon intended to receive the boosts and sweep is a physical attacker, while Nasty Plot can be used if it is a special attacker. Recover is used to keep Celebi healthy enough to set up a boost and follow it up with Baton Pass. Seed Bomb should be run alongside Swords Dance, while Giga Drain goes with Nasty Plot.

Set Details
========

24 Speed EVs are used to outpace Adamant Honchkrow. 240 HP EVs are used to maximize Leftovers recovery. The remaining EVs and a Careful or Calm nature are used to make Celebi as specially defensive as possible. Leftovers gives Celebi passive recovery in addition to Giga Drain and is the main item to be used on this set. Weakness Policy can be used instead, boosting Celebi's Attack and Special Attack by two stages after it takes a super effective hit. This allows Celebi to potentially pass stat boosts to a teammate directly after taking a hit and without having to set up first but comes at the expense of not having passive recovery. Alternatively, a Colbur Berry could be used so that Celebi can better take hits from threats like Mega Absol, Mega Sharpedo, and Hydreigon before passing. Celebi can also opt to run a physically defensive set with an Impish or Bold nature if handling physical attackers such as Mega Aerodactyl better is preferred.

Usage Tips
========

Bring Celebi in on a Pokemon that it either forces out or isn't threatened by, such as Swampert or Slowking, and begin to set up with Swords Dance or Nasty Plot. Remain as healthy as possible before using Baton Pass because Celebi is meant to take a hit on the turn of the pass so that the receiver can come in safely. After setting up or activating Weakness Policy, use Baton Pass into the teammate that is supposed to receive the boosts.

Team Options
========

Mega Sharpedo is a great partner for the Swords Dance set due to its strong STAB moves, coverage, and Speed Boost ability prior to Mega Evolving. Choice Band Entei is another good partner, as it is able to muscle past most of its usual switch-ins after a +2 boost and has a very threatening STAB move in Sacred Fire. Choice Scarf Gardevoir and Choice Scarf Hydreigon are both good partners for the Nasty Plot set, as they have good coverage and become very threatening as well after a +2 boost.

Moves
========

Stealth Rock is mandatory on every team, and running it on Celebi means you don't have to use another teamslot for a dedicated Stealth Rock user. Leaf Storm is Celebi's strongest STAB move, and it has some noticeable perks such as OHKOing Mega Aerodactyl after Stealth Rock damage and having a decent chance to OHKO Gyarados after Stealth Rock damage. However, Energy Ball can be used so that Celebi doesn't have to deal with the drop in Special Attack, or the accuracy issues. Psychic is the secondary STAB move and allows Celebi to hit Fighting-types and Poison-types super effectively. The fourth slot is for coverage, primarily against Steel-types, which resist both of Celebi's STAB moves. Earth Power is the primary option here, as it has good Base Power and is able to hit most Steel-types, as well as Fire-types, super effectively. Hidden Power Fire can be used instead if the team would prefer to hit targets such as Forretress and Escavalier super effectively, but it comes with lower Base Power and misses out on hitting targets such as Empoleon and Fire-types super effectively. Additionally, if the team desperately needs a lure for Hydreigon, Dazzling Gleam can be used as an alternative, at the expense of being walled by Steel-types.

Set Details
========

Maximum Special Attack and Speed investment paired with a Timid nature allows Celebi to hit as hard as it can without compromising any of its Speed. Life Orb is used to power up each of Celebi's attacks and grab many more OHKOs and 2HKOs than it would without it.

Usage Tips
========

Celebi is able to act as a Stealth Rock user for offensive teams, which means that the team would not need to use another teamslot for a dedicated Stealth Rock user. Celebi can be used to fire off powerful special attacks against offensive teams while also breaking down common physically bulky Pokemon such as Swampert, Suicune, Mega Aggron, and Doublade. Celebi can commonly be chosen as a lead as well, as it outpaces and has a good matchup against most opposing Stealth Rock users and entry hazard removers.

Team Options
========

Spinners like Mega Blastoise and Tentacruel make for good partners, as they clear your side of the field of entry hazards while allowing Celebi's Stealth Rock to stay up. Offensive Defog Salamence pairs well with Celebi because it fits well on bulky offense, a good playstyle to use this on. Mega Aerodactyl also makes for a good partner, as it can beat or Pursuit trap threats to Celebi such as Crobat, Mega Beedrill, and Entei.

[STRATEGY COMMENTS]
Other Options
=============

Due to its access to moves such as U-turn, Trick, and Healing Wish, Celebi also has the potential to run a Choice Scarf. Choice Specs is another item that Celebi can run to hit as hard as possible without setting up. Additionally, Celebi can be used as a Swords Dance sweeper with Seed Bomb, Zen Headbutt, and Sucker Punch. Another option could be to use Celebi as a bulky setup sweeper with either Nasty Plot or Calm Mind paired up with Recover.

Checks and Counters
===================

**Faster Pokemon**: Many Pokemon that outpace Celebi can beat it one-on-one in most scenarios. Examples include Mega Aerodactyl, Mega Beedrill, Crobat, Mega Absol, and Mega Houndoom. Additionally, many of UU's Choice Scarf users, such as Mienshao, Hydreigon, Darmanitan, and Heracross, are able to pressure Celebi at the very least.

**Priority Users**: Celebi is weak to Ice, Dark, and Ghost, meaning that it will struggle against some of UU's most frequently seen priority moves in Ice Shard from threats such as Mamoswine, Sucker Punch from threats such as Toxicroak, and Shadow Sneak from Doublade.

**Pokemon That Resist Celebi's Attacks**: There are certain Pokemon that will wall Celebi depending on its moveset. For example, without Dazzling Gleam, Celebi is not able to effectively hit Hydreigon or Mandibuzz. However, if Celebi forgoes Earth Power or Hidden Power for Dazzling Gleam, it will not be able to effectively hit Steel-types.

**Bug-types**: Celebi is easily exploitable due to its 4x weakness to Bug. Mega Beedrill is easily able to take Celebi one-on-one or force it out and gain momentum with U-turn. Many U-turn users, even those that lack Bug typing but can outpace Celebi, are also able to take advantage of Celebi by forcing it to either switch out and give the opponent momentum or take a large amount of damage. Mienshao and fully invested Crobat, for example, are able to do upwards of 70% with U-turn to offensive variants. Even Choice Scarf Hydreigon, which runs no Attack investment and a Timid nature, is able to do upwards of 55% to offensive variants of Celebi.

**Fire-types**: Fire-types such as Entei and Infernape are able to hit Celebi with their super effective STAB moves after either taking a hit or simply outpacing it.

**Ice-types**: Ice-types such as Mamoswine and Kyurem are able to either do considerable damage to Celebi or beat it one-on-one. Life Orb Mamoswine's Ice Shard does a solid amount of damage to offensive variants of Celebi, while Icicle Crash can threaten bulky variants. Choice Specs Kyurem is able to take any attack before OHKOing offensive or physically defensive variants of Celebi while still beating any specially defensive variant.

**Dark-types**: Some of UU's most prominent Dark-types, such as Mega Absol and Mega Sharpedo, are easily able to threaten Celebi. Hydreigon, arguably the best Pokemon in UU, is able to threaten and wall any variant of Celebi that lacks Dazzling Gleam. Celebi also fears losing its item to Knock Off from the likes of Sableye.

**Ghost-types**: Celebi fears being up against a +2 Doublade, or even Shadow Claw variants without any boosts. Earth Power is able to do a lot of damage to Doublade, but it does not OHKO and therefore gives Doublade a chance to hit Celebi super effectively for a lot of damage. Choice Scarf Chandelure is able to take Celebi out with a Fire Blast. However, even other variants of Chandelure are most likely able to take an Earth Power before OHKOing Celebi in return.

**Flying-types**: Flying-types such as Crobat and Mega Aerodactyl are able to either severely damage or even beat Celebi before it is able to retaliate. Gyarados, in most scenarios, can set up a Dragon Dance after taking any hit and proceed to take out Celebi with Bounce.

I think 252 HP / 232 Def / 24 Spe for the Utility set can be considered better in some cases.

252+ Atk Conkeldurr Knock Off (97.5 BP) vs. 252 HP / 232+ Def Celebi: 180-212 (44.5 - 52.4%) -- guaranteed 3HKO after Leftovers recovery
252+ Atk Conkeldurr Knock Off (97.5 BP) vs. 240 HP / 244+ Def Celebi: 178-210 (44.3 - 52.3%) -- guaranteed 3HKO after Leftovers recovery

0 SpA Suicune Ice Beam vs. 252 HP / 0 SpD Celebi: 120-142 (29.7 - 35.1%) -- guaranteed 4HKO after Leftovers recovery
0 SpA Suicune Ice Beam vs. 240 HP / 0 SpD Celebi: 120-142 (29.9 - 35.4%) -- guaranteed 4HKO after Leftovers recovery

These Pokemon are arbitrarily picked, but they still illustrate more or less what I'm trying to convey.

the 252 HP / 232 Def Bold set allows it to take Special hits slightly better. As we see with the match-up against Knock Off from Conkeldurr, you take on average 0.1-0.2% more damage with the 252 HP / 232 Def spread. Meanwhile, the 252 HP / 232 Def spread takes roughly 0.2-0.3% less damage from Ice Beam. Not big changes, but the gain from 252 HP / 232 Def somewhat offsets its loss.

Also, I think Colbur Berry should be a mention on some of the sets. It allows Celebi to become a slightly more reliable Fighting-type checks by pretty much nullifying Knock Offs from Mienshao, Conk, and various other sources. Besides, it has reliable recovery, so not having an item, especially Leftovers, is pretty big imo.

Gave mentiones of Colbur Berry in Set Details of the Nasty Plot and Baton Pass sets. Going to leave my EV spreads for now and see what other people think though.

Also, this is now ready for QC!

IMO Scarf Celebi needs its own set instead of only an OO mention. I personally believe it's one of its best sets. It's an offensive pivot that switches into Scald, Zam, Sceptile, Cobalion, M-Pert while forcing out Fighting types, Crobat, +1 Adamant Shark etc which gives an opportunity to grab momentum with U-Turn. Not to mention of much of a godsend Scarf Healing Wish is for offensive builds. It basically plays similarly to ScarfRachi did when it was in the tier, although the typing difference makes it check different things.

[OVERVIEW]
  • Well-rounded base stat distribution
  • Extremely versatile due to its vast movepool
  • Great coverage and utility options for offensive and support sets respectively
  • Has the Natural Cure ability to heal itself of status upon switching out
  • Has a good matchup against most opposing hazard setters and certain hazard removers due to its speed, typing, and coverage.
  • Loses to many naturally fast Pokemon and Choice Scarf users.
  • Is weak to seven different typings, including some that are offensively dominant in UU such as Fire, Ice, and Dark.
  • Takes super effective damage from some of UU's most common priority moves in Ice Shard, Sucker Punch, and Shadow Sneak
  • The weakness to Dark-types also makes it more vulnerable to being Pursuit-trapped
  • Has a 4x Weakness to Bug-types, allowing many faster Pokemon with U-turn to take advantage of it
I feel like you should mention that it is arguably one of the best Water-type checks thanks to its Natural Cure ability to "bypass" Scald burns + the ability to boost faster than them.

[SET COMMENTS]
Moves
========
  • Nasty Plot to boost
  • Giga Drain for passive recovery or Energy Ball for higher damage output
  • Psychic for secondary STAB. Dazzling Gleam can be an alternative to hit Dark or Dragon types such as Hydrei in exchange for stab against Fighting and Poison types
  • Earth Power or HP Fire for steel type coverage. Earth Power has higher base power, but HP Fire hits Forretress and Escavalier
  • Mention the loss of a Speed IV if running HP fire, no longer allowing Celebi to speed tie with opposing base 100s

Set Details
========
  • Max Speed/Max Special Attack for best damage output without compromising speed
  • Life Orb for the damage boost
  • Leftovers for passive recovery outside of Giga Drain
  • Colbur Berry is another alternative
Mention that Colbur Berry helps with stuff like luring Hydreigon and taking out a Mega Sharpedo; basically elaborate on why each item should be used and mention their downsides as well.

Usage Tips
========
  • Remove counters
  • Remove faster threats that beat Celebi 1v1
  • Set up Nasty Plot for a late game sweep
  • Alternatively, set up Nasty Plot for early-game wallbreaking
Again, I would love to see elaboration to see why you need to remove counters and give reasoning behind each point. That being said, I would get rid of the mention of sweeping with Celebi since it more used for early-game wallbreaking.

Team Options
========
  • Mega Aerodactyl to beat or pursuit trap threats to Celebi such as Crobat, Mega Beedrill, and Entei. Celebi deals with Waters and Grounds for MAero in return
  • Florges to take care of Hydreigon and most other Dark Types for Celebi lacking Dazzling Gleam
  • Bulky Waters to cover the fire weakness, while Celebi can deal with opposing Water, Grass, and Electric types
I would expand on the Florges point by mentioning Sylveon as well. However I would mention here that some Dark-types like Krookodile can prove a nuisance. I would also mention Fire-types such as Entei and Mega Houndoom can be nice since Celebi takes care of Water-types for them while they power through Grass-types and opposing Celebi.

  • Recover to keep at good health
  • Several options; TWave to cripple mons for the rest of the team, Perish Song to put opposing mon on a timer and force it out, or SR.
  • Baton Pass to gain momentum and avoid extra Pursuit damage, or make use of one of the previous options

  • 240 HP EVs for a Leftovers Number
  • Remaining EVs and Bold nature towards maximizing physical defense and making a better fighting check
  • Alternatively, specially defensive set
As stated before, I wanna see more expansion on these points before I elaborate like what the Specially Defensive spread can do vs. what the current spread does.

Usage Tips
========
  • Potential lead, sets SR or cripples something with TWave
  • Can pivot into neutral and resisted hits
  • Can pivot out with use of Baton Pass on the opponent's switch
  • Recover should be used frequently to stay healthy
  • Use Perish Song to force out setup sweepers such as Suicune and Reuniclus

Team Options

Moves
========
  • Leaf Storm is Celebi's strongest stab and grabs some noticeable kills, but Energy Ball can be used as an alternative to avoid the special attack drop and accuracy issues
  • Psychic is secondary STAB, but can be replaced with Dazzling Gleam for reasons stated earlier
  • Earth Power or HP Fire for steel types
  • Stealth Rock is mandatory on every team. Running it on Celebi means not needing another dedicated SR user

Set Details
========
  • Max Special Attack/Max Speed with a Timid nature to hit as hard as possible without compromising any speed
  • Life Orb for higher damage output, grabbing many noticable OHKOs and 2HKOs that can't be done without it

Usage Tips
========
  • Fire off powerful special attacks against offense
  • Breaks down physically bulky mons such as Swampert, Suicune, MAggron, Doublade
  • Can use SR whenever the opportunity presents itself
  • Can act as a lead, since Celebi outspeeds and has good matchup against most opposing rockers

Team Options
========
  • Spinners such as Mega Blastoise and Tentacruel so that Celebi can keep its rocks up on the opposing side. Celebi also resists all of their weaknesses
  • Offensive Defog Salamence because it fits very well on Bulky Offense, the type of team you would want to use Offensive SR Celebi on. Mence also gives the team a solid check to Fire-types
  • Mega Aerodactyl to beat or Pursuit trap threats to Celebi such as Crobat, Mega Beedrill, and Entei

  • Choice Specs for highest damage output without any boosts
  • SD Sweeper with Seed Bomb / Zen Headbutt / Sucker Punch

Checks and Counters
===================

**Faster Pokemon**:
  • Naturally fast pokemon that can take Celebi 1v1
  • Choice Scarf Users

**Priority Users**:
  • Weak to Ice Shard, Sucker Punch, Shadow Sneak

**Resists to both STABs and coverage**:
  • Certain pokemon wall Celebi depending on set. For example, Hydreigon walls Celebi without Dazzling Gleam, but if Celebi foregoes Psychic, then it gets walled by Crobat instead

**Bug-types**:
  • Easily exploitable due to 4x bug weakness
  • Mega Beedrill easily beats Celebi or forces it out and grabs momentum
  • Even Pokemon who aren't Bug-types but carry U-turn threaten Celebi

**Fire-types**:
  • Fire-types such as Entei and Infernape can either take a hit or simply outpace Celebi before hitting it with super effective STABs

**Ice-types**:
  • Ice types like Mamoswine and Kyurem can either do considerable damage or beat Celebi.
  • Life Orb Mamoswine's Ice Shard does a solid amount to offensive Celebi, while defensive variants of Celebi fear Icicle Crash
  • Specs Kyurem takes any hit from Celebi before OHKOing offensive and physically defensive variants with Ice Beam, beating specially defensive variants regardless

**Dark-types**:
  • Dark-types such as Mega Absol and Mega Sharpedo easily threaten Celebi
  • Hydreigon threatens Celebi lacking Dazzling Gleam
  • Celebi also fears losing its item by being knocked off by Sableye for example

**Ghost-types**:
  • Celebi fears being matched up against Doublade or Chandelure
  • It can hit both targets for heavy damage with Earth Power, but doesn't OHKO Doublade and only has a 30% chance to OHKO Chandelure. This allows either of them to fire off a strong STAB after being hit, or in Scarfed Chandy's case, hit Celebi with Fire Blast before being hit.
  • Celebi also struggles to deal with Sableye, especially if it isn't carrying Dazzling Gleam

**Flying-types**:
  • Flying-types such as Mega Aerodactyl and Crobat can either severely damage or beat Celebi
  • Gyarados can most likely set up a Dragon Dance and then beat Celebi with bounce
Comments in bold. I will QC check once they have been addressed.

Comments in bold. I will QC check once they have been addressed.
Implemented all of these. Though, I just switched the order of when I mentioned Wallbreaking and Sweeping for the NP set because I think Celebi actually has decent sweeping potential, especially against slower teams.

As for a Choice Scarf Celebi set, I was told to not include it by a QC member before making this. Another QC member told me that it was fine under OO, so I just put it there. But I can make it a set if more people think that it should be.

I know that my opinion is nothing, but IMO Scarf should have it's own set how Adaam and nv said.
Also, Dazzling Gleam should be slashed with Earth Power on the NP Set too.

Hi, I just want to say that Hidden Power Fire should get the primary slash on sets that use it (NP + Offensive SR). It's on a whole more useful than Earth Power as the only thing Earth Power does hit that it's other moves don't hit hard as it is Specially Defensive Empoleon (although it's a low roll) and to an extent Mega Aggron. Another, albeit small perk of it is having a chance to OHKO Cobalion unboosted, but it's a slightly low roll.

+2 252 SpA Life Orb Celebi Earth Power vs. 252 HP / 252+ SpD Empoleon: 304-359 (81.7 - 96.5%) -- 18.8% chance to OHKO after Stealth Rock
+2 252 SpA Life Orb Celebi Giga Drain vs. 252 HP / 252+ SpD Empoleon: 188-224 (50.5 - 60.2%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery

+2 252 SpA Life Orb Celebi Earth Power vs. 252 HP / 240 SpD Filter Mega Aggron: 294-347 (85.4 - 100.8%) -- 43.8% chance to OHKO after Stealth Rock
+2 252 SpA Life Orb Celebi Hidden Power Fire vs. 252 HP / 240 SpD Filter Mega Aggron: 197-232 (57.2 - 67.4%) -- guaranteed 2HKO after Stealth Rock

252 SpA Life Orb Celebi Earth Power vs. 0 HP / 4 SpD Cobalion: 278-328 (86 - 101.5%) -- 25% chance to OHKO after Stealth Rock
252 SpA Life Orb Celebi Hidden Power Fire vs. 0 HP / 4 SpD Cobalion: 187-221 (57.8 - 68.4%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252 SpA Life Orb Celebi Psychic vs. 0 HP / 4 SpD Cobalion: 208-246 (64.3 - 76.1%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery

The other prominent Steel-types in the tier such as Doublade and to a lesser extent Metagross are both 2HKOed by HP Fire and require some from of a sizable amount of prior damage to be OHKOed by Earth Power. Bronzong, Escavalier, and Forretress are all Steel-types that are left out of the equation by using Earth Power > HP Fire despite them being more relevant than SpD Empoleon (obvious extent and Offensive is usually preferred) and Mega Aggron. Escavalier and Forretress are more common threats that feed off of HP Fire-less Celebi and take those turns wasted and SD, set Spikes, etc. when it can generally be avoided by using HP Fire and still maintaining excellent overall coverage and still beating all relevant Steel-types if it's a Nasty Plot set. Bronzong is a full blown counter without HP Fire or Shadow Ball in tandem with Nasty Plot

To sum up, Hidden Power Fire is better overall coverage than Earth Power due to it threatening a wider range of threats that it otherwise misses out on when using Earth Power.

I disagree on the basis that Earth Power just hits so many more targets and has higher base power. Hitting every steel type that doesn't have a neutrality to ground for more damage is pretty important. You mentioned the 3 main targets that Celebi would want HP Fire for, which are Escavalier, Forretress, and Bronzong. I just think that Celebi should only be resorting to HP Fire if the team is pretty vulnerable to them and can better handle all of the threats that Earth Power hits. Not to mention that only Escavalier out of those 3 targets isn't passive, while many of Earth Power's targets are pretty threatening offensively. I would definitely prioritize hitting things like Cobalion, Lucario, Mega Aggron/Steelix, Doublade, Empoleon (which has been seeing more usage since Sylveon dropped), and Metagross. Earth Power also nails fire types like Mega Houndoom (on the switch), Chandelure, and Entei, making for overall better coverage. HP Fire has its targets, but just not nearly as many as Earth Power. If more people feel differently though, then I can change it.

  • Under the NP set, you should specifically mention that it is great at dismantling common balance cores (in particular Florges/Sylveon + Suicune/Swampert cores that tend to anchor most balance teams in this meta).
  • The majority of the moves you've slashed on the NP set are unnecessary. You seem to fixate a lot on Steel types, but Celebi mostly can break through them without needing EPower or HP Fire. Forry is setup bait for Celebi, Empoleon mostly runs Shuca, etc. Basically you're looking at hitting Doublade (who takes a decent chunk from +2 Psychic and gets worn down easily) versus Hydreigon.... and Hydreigon is WAY more of a threat (and way more common). Basically the set should be NP + dual STABs, and in the last slot I'd put DGleam / Recover, with EPower or HP Fire dropped to mentions in set details.
  • Leftovers should be the primary slash on the NP set, not LO.
  • Mention somewhere that thanks to Celebi's bulk, it often gets multiple opportunities to set up throughout a game.
  • Leech Seed is worth a mention in the utility set (though it doesn't deserve a slash), as it can punish sweepers who try to set up on the more passive Celebi sets.
  • I think Bold deserves a mention on the BP set (it's what I use, and what I've seen others use as well, and with investment things like Mega-Aero become way less threatening). At least mention it as an option.
  • Weakness Policy always feels a bit gimmicky to me. I'd prefer to see Leftovers as the primary slash. (If other QC folks feel strongly that WP is better as the primary slash, I'm fine with it - just my own preference here.)
  • Under OO, give a mention to the fact that Celebi can run a large number of viable sets thanks to its great stats and expansive movepool. Celebi is a 'mon that can reward people who play around with it a bit, so I think it's alright to encourage people to look deeper into its options. Things to also mention in OO include a bulky setup sweeper with CM or Nasty Plot and Recover.
Let me know when these are done so I can give things a final look before giving this its final QC check.

"Celebi is great at dismantling common Balance cores thanks to its typing and Nasty Plot, as many Balance teams consist of a Fairy-type and bulky Water-type."

I'd reword this a bit, since it isn't 100% clear from how you phrase it why it can dismantle those cores. Instead I'd say something like....

Nasty Plot Celebi is great at dismantling common balance cores, as it can power through common Special walls found on balance teams such as Florges and Sylveon thanks to its bulk and Nasty Plot, and finds many opportunities to set up on the bulky Waters that anchor most balance teams.

Doesn't have to be that exact wording, just be a little bit more explicit in why it particularly excels vs the Florges + Suicune cores that I feel like kind of define balance atm.

Also, I think you can go ahead and unslash Energy Ball from the NP set as well, as Giga Drain is better the majority of the time. You can mention EBall in set details instead.

Once that's done, you've got your 3/3!

[OVERVIEW]

Celebi's has well-rounded base stat distribution, making makes it a solid option for offensive teams, defensive teams, and even balanced teams, (comma) Celebi is extremely versatile due to and its vast movepool. It has with great coverage options for its offensive sets and fantastic utility options for its supportive sets grants it extreme versatility. However, Celebi has many qualities that hold it back as well. despite its Celebi's many coverage options, Celebi it will always get walled by at least one Pokemon, depending on its moveset. Celebi also struggles to take on many faster Pokemon and Choice Scarf users. Celebi is weak to seven different typings, including some that are offensively dominant in UU such as Fire, Ice, and Dark. Celebi also It notably takes super effective damage from some of UU's most common priority moves in Ice Shard, Sucker Punch, and Shadow Sneak. The weakness to Dark-types also makes Celebi more vulnerable to being Pursuit trapped. Lastly, Celebi is extremely weak to Bug-types, allowing many faster Pokemon with U-turn to easily take advantage of it.

move 2: Giga Drain
move 3: Psychic

[SET COMMENTS]
Moves
========

Nasty Plot is used to raise Celebi's damage output and set it up for wallbreaking or a potential sweep. Giga Drain is great for keeping Celebi healthy, especially if the user opts you opt (you seem to prefer this throughout the rest of the analysis) for a Life Orb. Energy Ball is an alternative that could be used for its higher damage output. It has noticeable perks on the when you opt for Leftovers set such as an extremely high chance to OHKO Krookodile without any boosts. Psychic is the secondary STAB move, (AC) and it allows Celebi to hit Fighting-types and Poison-types super effectively. Dazzling Gleam is in the final moveslot so that Celebi avoids getting walled by certain Pokemon such as Hydreigon and Mandibuzz. Recover can be used instead for reliable recovery, and it can be a nice option to pair up with Energy Ball. Alternatively, Celebi can make use of Earth Power or Hidden Power [Fire]Fire if the user would prefer dealing with Steel-types better.

Set Details
========

Maximum Special Attack and Speed investment with a Timid nature allow allows Celebi to hit as hard as possible while not without having to compromise any of its Speed. Leftovers is the primary item on this set and offers Celebi passive recovery apart from in addition to Giga Drain. Life Orb can be used instead to maximize Celebi's damage output at the expense of taking recoil and having no additional form of passive recovery. Alternatively, a Colbur Berry could be used in order to take a hit from threats such as Mega Absol, Mega Sharpedo and Hydreigon more easily before striking back. However, using a Colbur Berry means that Celebi will be dealing less damage than with a Life Orb while still lacking passive recovery from Leftovers. (self-explanatory really)

Usage Tips
========

Remove counters to Celebi from the game with help from other teammates. Pokemon such as Hydreigon, (AC) if Celebi isn't running Dazzling Gleam, or and Steel-types, (AC) if Celebi isn't running Earth Power or Hidden Power [Fire] Fire, are able to wall Celebi with ease. Other obstacles that can outspeed and beat Celebi one-on-one, such as Mega Beedrill and Mega Houdoom Houndoom, are also desired to should be taken out of the game. From there, Celebi can set up a Nasty Plot and start breaking walls. However, Celebi doesn't necessarily have to be used as a wallbreaker (RC) and can instead act as a late-game sweeper towards against slower teams if needed. Celebi is great at dismantling common cores for balance. It is able to power through common special walls found on balanced teams such as Florges and Sylveon thanks to its bulk and Nasty Plot (RC) and finds many opportunities to set up on the bulky Water-types that anchor most balanced teams as well.

Team Options
========

Mega Aerodactyl can be a good partner for Celebi, (AC) as it can beat or Pursuit trap certain threats that trouble Celebi such as Crobat, Mega Beedrill, and Entei. In return, (AC) Celebi is able to handle bulky Water-types and Ground-types that Mega Aerodactyl may struggle with. Fairy-types such as Florges and Sylveon make for good partners for Celebi because they deal with Hydreigon and other Dark-types pretty well (RC) while only stacking a weakness to Poison-types. However, certain Dark-types, such as Choice Banded Krookodile, may remain threatening. Bulky Water-types such as Suicune and Swampert make for good partners for Celebi because they cover the weakness to Fire-types, while Celebi can help them deal with opposing Water-types and Electric-types. Fire-types such as Entei and Mega Houndoom also make for good partners with Celebi because they are able to help with Celebi's 4x weakness to Bug-types, as well as its weaknesses to Ice-types and Grass-types, while Celebi can break down bulky Water-types and Rock-types in return.

move 4: Baton Pass / Perish Song / Stealth Rock
item: Leftovers
ability: Natural Cure

evs: 240 HP / 244 Def / 24 Spe

[SET COMMENTS]
Moves
========

Giga Drain should is be the primary preferred STAB move of choice for its passive recovery and being ability to hit Water-types super effectively against Water-types. Psychic can be chosen instead if Celebi is needed to check Fighting-types or Poison-types. Recover is needed for Celebi to heal back up as it begins to get whittled down. Celebi has many options for its third moveslot. Thunder Wave allows Celebi it to cripple faster threats, making them easier for the team to deal with. Perish Song allows Celebi to put the opposing Pokemon on a timer, effectively forcing it to either switch out or faint by the end of the third turn. Stealth Rock could be used if the team lacks another user for it. The fourth moveslot can make use of one of the options that weren't used in the previous moveslot, or use as well as Baton Pass to gain momentum or avoid taking the extra damage from Pursuit. A couple of other helpful moves that Celebi could run on this set are Heal Bell and Leech Seed. The former allows Celebi to clear its team of statuses, (comma) and the latter can be used to punish setup sweepers or slowly wear down the opponent opposing team while also help keeping healthy more easily.

Set Details
========

Leftovers give Celebi a form of passive recovery apart from Giga Drain. 24 Speed EVs are there so that Celebi can outpace Adamant Honchkrow. 240 HP EVs put Celebi at an amount that benefits from the rounding up of maximize Leftoversrecovery.

Usage Tips
========

Celebi can potentially act as a lead in order to get up Stealth Rock, cripple a Pokemon with Thunder Wave, or even just fire off whichever STAB move it is using. It can pivot into neutral or resisted hits and use one of its attacks or support moves from there. Baton Pass can be used to pivot out and into another teammate on the opponent's switch (RC) or to simply avoid taking the extra damage from Pursuit. Recover should be used frequently so that Celebi can keep healthy after continuously taking hits. Perish Song can be used in order to force out setup sweepers like Suicune and Reuniclus, or to force a Pokemon to faint in three turns if it is the last one standing on your opponent's side of the field.

Team Options
========

Bulky Defog variants of Salamence make for a good partner for Celebi, (AC) as it offers they offer entry hazard removal for the team (RC) as well as a check to Fire-types. Special walls like Florges or and Blissey to complement physically defensive Celebi, or physical walls like Suicune or and Alomomola to complement specially defensive Celebi, also make for good partners on defensive teams.

Moves
========

Swords Dance is should be used if the primary Pokemon intended to receive the boosts and sweep is a physical attacker, while Nasty Plot can be used if it is a special attacker. Recover is used to keep Celebi healthy enough to set up a boost and follow it up with Baton Pass. Seed Bomb corresponds with should be run alongside Swords Dance, while Giga Drain goes with Nasty Plot.

Set Details
========

The 24 Speed EVs are used to outpace Adamant Honchkrow. 240 HP EVs are used to put Celebi at a good number for the rounding up of maximize Leftovers recovery. The remaining EVs and a Careful or Calm nature are used to make Celebi as specially defensive as possible. Leftovers gives Celebi passive recovery apart from in addition to Giga Drain and is the main item to be used on this set. Weakness Policy can be used instead, boosting Celebi's Attack and Special Attack by two stages after taking a super effective hit. This allows Celebi to potentially pass stat boosts to a teammate directly after taking a hit and without having to set up first (RC) but comes at the expense of not having passive recovery. Alternatively, a Colbur Berry could be used so that Celebi can better take hits from threats like Mega Absol, Mega Sharpedo, and Hydreigon before passing. However, this comes at the expense of additional passive recovery with Leftovers or being able to grab additional stat boosts upon being hit super effectively with Weakness Policy. (self-explanatory really) Celebi can also opt to run a physically defensive set with an Impish or Bold nature if handling physical attackers such as Mega Aerodactyl better is preferred.

Usage Tips
========

After setting up or activating Weakness Policy, use Baton Pass into the teammate desired that is supposed to receive the boosts.

Team Options
========

Mega Sharpedo is a great partner for the Swords Dance set due to its strong STAB moves, coverage, and Speed Boost ability prior to Mega Evolving. Choice Banded Entei is another good partner, (AC) for the Swords Dance set as it is able to muscle past most of its usual switch-ins after a +2 boost and has a very threatening STAB move in Sacred Fire. Choice Scarfed Gardevoir and Choice Scarfed Hydreigon are both good partners for the Nasty Plot set, as they have good coverage and become very threatening as well after a +2 boost.

Moves
========

Stealth Rock is mandatory on every team, and running it on Celebi means not having you don't have to use another teamslot for a dedicated Stealth Rock user. Leaf Storm is Celebi's strongest STAB move, (AC) and it has some noticeable perks such as OHKOing Mega Aerodactyl after Stealth Rock damage and having a decent chance to OHKO Gyarados after Stealth Rock damage as well. However, Energy Ball can be used so that Celebi doesn't have to deal with the drop in Special Attack after using Leaf Storm, or deal with the accuracy issues. Psychic is the secondary STAB move and allows Celebi to hit Fighting-types and Poison-types super effectively. The third slot is for coverage, primarily against Steel-types, which resist both of Celebi's STAB moves. Earth Power is the primary option here, (AC) as it has good Base Power and is able to hit most Steel-types, as well as Fire-types, super effectively. Hidden Power [Fire] Fire can be used instead if the team would prefer to hit targets such as Forretress and Escavalier super effectively, but it comes with lower Base Power and misses out on hitting targets such as Empoleon and Fire-types super effectively. However Additionally, if the team desperately needs a lure for Hydreigon, then Dazzling Gleam can be used as an alternative, at the expense of being walled by Steel-types.

Set Details
========

Maximum Special Attack and Speed investment paired with a Timid nature allows Celebi to hit as hard as it can without compromising any of its Speed. Life Orb is used to power up each of Celebi's attacks and grab many more OHKOs and 2HKOs than it would without the Life Orb it.

Usage Tips
========

Celebi is able to act as a Stealth Rock user for offensive teams, which is fantastic as it means that the team would not need to use another teamslot for a dedicated Stealth Rock user. Celebi can be used to fire off powerful special attacks against offensive teams (RC) while also breaking down common physically bulky Pokemon (RC) such as Swampert, Suicune, Mega Aggron, and Doublade. Celebi can commonly be chosen as a lead as well, as it outpaces and has a good match up matchup against most opposing Stealth Rock users and entry hazard removers.

Team Options
========

Spinners like Mega Blastoise and Tentacruel make for good partners, (AC) as they clear your side of the field of entry hazards while allowing Celebi's Stealth Rock to stay up on the opposing side of the field while clearing your own field. Offensive Defog Salamence makes for a good partner for pairs well with Celebi because it fits well on bulky offense, a good playstyle to use Offensive Stealth Rock Celebi this on. Mega Aerodactyl also makes for a good partner, (AC) for Celebi as it can beat or Pursuit trap threats to Celebi such as Crobat, Mega Beedrill, and Entei.

[STRATEGY COMMENTS]
Other Options
=============

Due to its access to moves such as U-turn, Trick, and Healing Wish, Celebi also has the potential to run a Choice Scarf set. Because of its great stats and large movepool, Celebi has the potential to run many other viable sets that the user can play around with.

Checks and Counters
===================

**Faster Pokemon**: Many of UU's Pokemon who that outpace Celebi can beat it one-on-one in most scenarios. Examples include, but are not limited to, Mega Aerodactyl, Mega Beedrill, Crobat, Mega Absol, and Mega Houndoom. Additionally, many of UU's Choice Scarf users, such as Mienshao, Hydreigon, Darmanitan, and Heracross, are able to pressure Celebi at the very least.

**Priority Users**: Celebi is weak to Ice-types, Dark-types, and Ghost-types, meaning that it will struggle against some of UU's most frequently seen priority moves in Ice Shard from threats such as Mamoswine, Sucker Punch from threats such as Toxicroak, and Shadow Sneak from Doublade.

**Pokemon That Resists to both STAB moves and coverage Celebi's Attacks**: There are certain Pokemon that will wall Celebi depending on its moveset. For example, without Dazzling Gleam, Celebi is not able to efficiently effectively hit Hydreigon or Mandibuzz. However, if Celebi forgoes Earth Power or Hidden Power [Fire] Fire for Dazzling Gleam, then it will not be able to efficiently effectively hit Steel-types.

**Bug-types**: Celebi is easily exploitable due to its 4x weakness to Bug-types. Mega Beedrill is easily able to take Celebi one-on-one (RC) or force it out and gain momentum with U-turn. Many U-turn users, even those who lack Bug-typing but can outpace Celebi, are also able to take advantage of Celebi by forcing it to either switch out and give the opponent momentum or take a large amount of damage. Mienshao and fully invested Crobat, (AC) with 252 Attack EVs for example, are able to do upwards of 70% with U-turn to offensive variants. Even Choice Scarfed Hydreigon, which runs no attack investment and a Timid nature, is able to do upwards of 55% to offensive variants of Celebi.

Life Orb Mamoswine's Ice Shard does a solid amount of damage to offensive variants of Celebi, while Icicle Crash can very much threaten bulky variants. Choice Specs Kyurem is able to take any attack before OHKOing offensive or physically defensive variants of Celebi (RC) while still beating any specially defensive variant.

Celebi also fears losing whatever item it holds by being hit with its item to Knock Off from the likes of Sableye for example.

**Ghost-types**: Celebi fears being up against a +2 Doublade, or even Shadow Claw variants without any boosts. Earth Power is able to do a lot of damage to Doublade, but it does not OHKO and instead therefore gives Doublade a chance to hit Celebi super effectively for a lot of damage. Choice Scarfed Chandelure is able to take Celebi out with a Fire Blast. However, even other variants of Chandelure that lack a Choice Scarf are most likely able to take an Earth Power before OHKOing Celebi in return.

**Flying-types**: Flying-types such as Crobat and Mega Aerodactyl are able to either severely damage or even beat Celebi before it is able to retaliate. Gyarados, in most scenarios, can set up a Dragon Dance after taking any hit and then proceed to take out Celebi with Bounce.

Moves

Nasty Plot is used to raise Celebi's damage output and set it up for wallbreaking or a potential sweep. Giga Drain is great for keeping Celebi healthy, especially if the you opt for a Life Orb.

Set Details
========

Alternatively, a Colbur Berry could be used in order to take a hit from threats such as Mega Absol, Mega Sharpedo, (AC) and Hydreigon more easily before striking back.

Usage Tips
========

========

Moves
========

Set Details
========

Usage Tips
========

Recover should be used frequently so that Celebi can keep healthy after continuously (this means "without stopping", so if you meant something like repeatedly instead, remove it and add this next thing) taking repeated hits. Perish Song can be used in order to force out setup sweepers like Suicune and Reuniclus, or to force a Pokemon to faint in three turns if it is the last one standing on your opponent's side of the field.

Team Options
========

Moves
========

Set Details
========

Weakness Policy can be used instead, boosting Celebi's Attack and Special Attack by two stages after it takes taking a super effective hit.

Usage Tips
========

========

Moves
========

The third fourth slot is for coverage, primarily against Steel-types, which resist both of Celebi's STAB moves.

Set Details
========

Maximum Special Attack and Speed investment paired with a Timid nature allows Celebi to hit as hard as it can without compromising any of its Speed. Life Orb is used to power up each of Celebi's attacks and grab many more OHKOs and 2HKOs than it would without it.

Usage Tips
========

========

Other Options
=============

===================

**Bug-types**: Celebi is easily exploitable due to its 4x weakness to Bug-types. Mega Beedrill is easily able to take Celebi one-on-one or force it out and gain momentum with U-turn. Many U-turn users, even those who that lack Bug typing but can outpace Celebi, are also able to take advantage of Celebi by forcing it to either switch out and give the opponent momentum or take a large amount of damage.
