Check

Heracross @ Heracronite
Ability: Moxie
EVs: 240 HP / 136 Atk / 132 Spe
Adamant Nature
- Close Combat
- Pin Missile
- Rock Blast
- Substitute / Swords Dance

Unless Excadrill has set up, Heracross can switch into any of Excadrill's moves (except Iron Head if rocks are up or the damage rolls are in Excadrill's favor), Mega Evolve, then OHKO it with Close Combat.

Offensive:
136+ Atk Mega Heracross Close Combat vs. 0 HP / 4 Def Excadrill: 794-936 (219.9 - 259.2%) -- guaranteed OHKO
136+ Atk Mega Heracross Pin Missile (5 hits) vs. 0 HP / 4 Def Excadrill: 210-245 (58.1 - 67.8%) -- guaranteed 2HKO
136+ Atk Mega Heracross Rock Blast (5 hits) vs. 0 HP / 4 Def Excadrill: 70-80 (19.3 - 22.1%) -- possible 5HKO

Heatran @ Air Balloon
Ability: Flash Fire
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
- Fire Blast
- Earth Power
- Flash Cannon
- Stealth Rock

Offensive air balloon heatran works as an offensive excadrill check. Though its situational as it cannot directly switch in on a move that can potentially break its balloon. Like rock slide or iron head for example. But then again there are situations where you force them to go for earthquake, making it a 50/50.If you're unsure of directly switching it in, it can come in safely after and threaten with fire blast. Assuming you still have the air balloon intact that is. Nothing much to say here otherwise.

Magnezone @ Air Balloon
Ability: Magnet Pull
EVs: 4 Def / 252 SpA / 252 Spe
Modest Nature
- Magnet Rise
- Thunderbolt
- Flash Cannon
- Hidden Power [Fire]

This is an interesting check and actually has an on-site analysis. With Air Balloon, Zone can add Exca to the number of steels it's able to trap. After Zone finds the chance to come in safely, it's able to tank a Rock Slide or Iron Head and use Magnet Rise to gain a temporary EQ immunity. From there, Zone can use HP Fire to 2HKO/remove Exca from the match (56.5 - 67%). Several partners can find this beneficial, with DD Mega Altaria being a classic example. This is a very specialized way of dealing with Exca overall. Because you risk being flinched by IH/RS and can't switch in directly without the fear of losing your balloon, Zone is by no means a foolproof response. Regardless, this particular Zone is a unique choice for the job and can still fulfill its usual roles without giving up anything drastic.

Amazing typing allows it to completely stop Excadrill, including spinblocking, resisting EQ, and natural bulk coupled with Wisp.

**COUNTER**

Celebi @ Leftovers
Ability: Natural Cure
EVs: 252 HP / 148 Def / 108 Spe
Bold Nature
- Nasty Plot
- Giga Drain
- Recover
- Earth Power

Celebi takes about ~20% damage from Excadrill's attacks and can 2HKO it in return with Earth Power, or instead, start boosting up with Nasty Plot.

0 SpA Celebi Earth Power vs. 0 HP / 0 SpD Excadrill: 184-218 (50.9 - 60.3%) -- guaranteed 2HKO after Stealth Rock
+2 0 SpA Celebi Earth Power vs. 0 HP / 0 SpD Excadrill: 366-432 (101.3 - 119.6%) -- guaranteed OHKO

252+ Atk Excadrill Iron Head vs. 252 HP / 148+ Def Celebi: 117-138 (28.9 - 34.1%) -- 99% chance to 4HKO after Leftovers recovery
252+ Atk Excadrill Earthquake vs. 252 HP / 148+ Def Celebi: 72-86 (17.8 - 21.2%) -- possible 7HKO after Leftovers recovery
252+ Atk Excadrill Rock Slide vs. 252 HP / 148+ Def Celebi: 73-87 (18 - 21.5%) -- possible 7HKO after Leftovers recovery
**CHECK**

Gyarados @ Life Orb / Leftovers
Ability: Intimidate
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Dragon Dance / Bounce / Substitute
- Crunch
- Waterfall
- Ice Fang

Regular Gyarados is a nice check to Excadrill because it's immune to Earthquake and takes pitiful damage from Iron Head, though it needs to watch out for Rock Slide. Reguar Gyarados is used over Mega Gyarados despite the difference in power since its Mega forme is not immune to Earthquake, unlike its base forme, which I think is something Gyarados has going for it.

252 Atk Gyarados Waterfall vs. 0 HP / 4 Def Excadrill: 384-452 (106.3 - 125.2%) -- guaranteed OHKO

-1 252+ Atk Excadrill Iron Head vs. 0 HP / 4 Def Gyarados: 60-71 (18.1 - 21.4%) -- possible 5HKO
-1 252+ Atk Excadrill Rock Slide vs. 0 HP / 4 Def Gyarados: 150-178 (45.3 - 53.7%) -- 38.7% chance to 2HKO
**CHECK**

Terrakion @ Choice Scarf
Ability: Justified
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Close Combat
- Stone Edge
- Rock Slide
- Iron Head

Terrakion outspeeds and OHKOes Excadrill with Close Combat; however, it cannot switch in safely, as Earthquake 2HKOes it.

252 Atk Terrakion Close Combat vs. 0 HP / 4 Def Excadrill: 588-692 (162.8 - 191.6%) -- guaranteed OHKO

252+ Atk burned Excadrill Earthquake vs. 0 HP / 0 Def Terrakion: 202-238 (62.5 - 73.6%) -- guaranteed 2HKO
**CHECK**

Quagsire @ Leftovers
Ability: Unaware
EVs: 252 HP / 252 Def / 4 SpD
Relaxed Nature
- Scald
- Recover
- Earthquake
- Toxic

Quagsire is a neat counter to exca because thanks to unaware, it can ignore all of its stat boosts from swords dance and proceed to 2hko it with earthquake + scald. it can burn it with scald, crippling it, or it can poison it with toxic, as well as recovering the damage it takes with recover.

0 Atk Quagsire Earthquake vs. 0 HP / 4 Def Excadrill: 284-336 (78.6 - 93%) -- guaranteed 2HKO

252 Atk Excadrill Earthquake vs. 252 HP / 252+ Def Quagsire: 135-160 (34.2 - 40.6%) -- 53.5% chance to 3HKO after Leftovers recovery
252 Atk Excadrill Iron Head vs. 252 HP / 252+ Def Quagsire: 54-64 (13.7 - 16.2%) -- possibly the worst move ever
252 Atk Excadrill Rock Slide vs. 252 HP / 252+ Def Quagsire: 34-40 (8.6 - 10.1%) -- possibly the worst move ever

Hi. I just wanted to say the word counter is being thrown out a little liberally here. Hippowdon is actually not an Excadrill counter, because if it switches in on the SD of Air Balloon Exca, it's gonna lose.

+2 252 Atk Excadrill Earthquake vs. 252 HP / 144+ Def Hippowdon: 235-277 (55.9 - 65.9%) -- guaranteed 2HKO after Leftovers recovery

Also gotta be careful with Mega Slowbro, switching in before it's Mega evolved is dangerous with Stealth Rock and Sand up.

252+ Atk Life Orb Excadrill Earthquake vs. 252 HP / 148+ Def Slowbro: 175-208 (44.4 - 52.7%) -- guaranteed 2HKO after Stealth Rock and sandstorm damage

252+ Atk Life Orb Excadrill Earthquake vs. 252 HP / 148+ Def Mega Slowbro: 121-142 (30.7 - 36%) -- guaranteed 3HKO after Stealth Rock and sandstorm damage

As you can see, with Stealth Rock + 1 turn of Sand damage this is shaky. So yeah Mega Bro does counter Exca but with the caveat that it should have Mega'd already.

Also Quagsire is not a counter because it has a high chance to be 2HKOd by LO EQ on the switch.

Pretty sure you guys know me well enough by now to know this isn't me scolding anyone, but moreso warning you to be careful to account for all variations of the set. And in this case, Sandstorm damage is often going to apply as well.

Just so this is more applicable to thread (don't kill me Aragorn - you can delete this top part if you think it's unnecessary), I'll take Crawdaunt as a check.

Crawdaunt @ Life Orb
Ability: Adaptability
EVs: 252 Atk / 4 SpD / 252 Spe
Jolly Nature
- Swords Dance
- Crabhammer
- Knock Off
- Aqua Jet

LO Crawdaunt is a nice check to Excadrill because it threatens to OHKO with a powerful Aqua Jet. Even if it does not manage to get the KO, Excadrill will almost certainly go down to its own LO recoil later. It Exca is a Balloon variant then it loses its Balloon and is put in range of any other priority move. Basically, Exca is not gonna wanna stay in most of the time.

252 Atk Life Orb Adaptability Crawdaunt Aqua Jet vs. 0 HP / 4 Def Excadrill: 322-385 (89.1 - 106.6%) -- 56.3% chance to OHKO after Stealth Rock

Choice Band Crawdaunt is a more niche option which guarantees the KO

AraEDIT: Thanks bludz :)

Soft Counter

Mandibuzz @ Leftovers
Ability: Overcoat
EVs: 248 HP / 244 Def / 16 Spe
Bold Nature
- Foul Play
- Roost
- Taunt
- Toxic

Mandibuzz is a really solid way of beating Excadrill on fatter builds and unlike other mons that counter Excadrill with the use of a ground immunity (bar landot), Mandibuzz is immune to sandstorm damage due to its access to the very useful ability: overcoat. Mandibuzz has enough bulk to avoid a 2HKO from any move that Excadrill wants to go for, even Rock Slide while being able to respond with a super powerful foul play in the rump. The only asterisk to Mandibuzz's role as an Excadrill counter is that if rocks are up, Mandibuzz needs to come in on a free swap to check Excadrill.

Can come in safely on non sword dance excadrill and completely wall it, set up, and capture momentum.

Completely counters both sword dance and rapid spin variants, and can net a KO via counter. Provided rocks are off the field and skarm comes in at 90% ~ it can tank a +2 life orb Rock Slide and KO back. Non sword dance rock slide variants can't touch it.

+2 252+ Atk Choice Band Excadrill Rock Slide vs. 248 HP / 252+ Def Skarmory: 158-186 (47.4 - 55.8%) -- 78.5% chance to 2HKO

Amoonguss is a nice counter to subseed serperior thanks to its immunity to leech seed,4x resistance to grass, good natural bulk, and ability to reset serp's stats with clear smog. as long as it doesnt give serp a free turn to get up sub and then leaf storm on the switchin, amoonguss should have no problems beating it.

Latias @ Latiasite
Ability: Levitate
EVs: 252 HP / 4 SpD / 252 Spe
Timid Nature
- Thunderbolt
- Ice Beam
- Roost
- Thunder Wave

Mega Latias takes very little damage from Serperior's attacks and is only slightly annoyed by Leech Seed, which it can Roost off. In return, it 2HKOes Serperior with Ice Beam.

200 SpA Serperior Leaf Storm vs. 252 HP / 0 SpD Mega Latias: 49-58 (13.4 - 15.9%) -- possibly the worst move ever
0 SpA Mega Latias Ice Beam vs. 56 HP / 0 SpD Serperior: 180-214 (59 - 70.1%) -- guaranteed 2HKO after Leftovers recovery

Tornadus-Therian @ Assault Vest
Ability: Regenerator
EVs: 168 HP / 88 SpA / 252 Spe
Timid Nature
- Hurricane
- Heat Wave
- U-turn
- Knock Off

AV Torn-T is an awesome counter to Serp, taking little damage from its attacks. Being naturally faster than Serp also means Torn-T can switch in on a Sub and attack Serp before it's able to use Leech Seed. This is useful because other answers like Tran are slower and can possibly be whittled down with alterations between Leech Seed and Sub. Having a speed advantage over Serp is also useful because even when you're really low on health, you have the ability to attack and potentially kill Serp before it's able to strike you back. Other basics to mention: Torn-T's Hurricane deals 93.1 - 110.1% to Serp, and in situations where you'd like to avoid missing, Heat Wave can be used to 2HKO (53.7 - 63.6%). Because Torn-T does a nice job forcing Serp to switch, it's able to take advantage of this by using U-turn to grab some momentum. Add Regenerator to the mix to keep itself healthy and it's easy to see why Torn-T is a solid overall answer to Serp.

Charizard-Mega @ Charizardite X
Ability: Blaze
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Dragon Dance
- Flare Blitz
- Dragon Claw
- Roost

Mega Charizard X is a perfect counter to SubSeed Serperior as it 4x resists Serperior's STAB and HP Fire, and Serp's lack of Dragon Pulse leaves it with no way of killing Zard X. While Zard X is a bit annoyed by Leech Seed, recovery in Roost allows Zard X to consistently set up DDances on Serp and promptly kill it with Flare Blitz.
