Replays for this tour are not for seeing who has good teams, it's for confirming no one is lying about winning/losing. May have missed something in here but i don't remember everything else.why do you have to post replays? some ppl don't have the time to build 3 teams per week.
edit: i'm serious, what reason is there to force people to post replays? if you want to see some uu games you can always search the replays site.
all this does is force people to build new teams every round, support the whole counterstyling movement, which is counter-productive if you want a metagame to develop and settle. it supports the whole "gimme teams plssssss" kinda approach, which gives people with a better social network an advantage. you can't expect people to build 20 good teams for one tournament, especially considering that this'll run simultaneously with 5 (!) other tournaments which also require teambuilding. this is not just time consuming, it's unfair towards people who have a job / school / whatever responsibilities.
As far as I remember, this Rule was only added in UU Open III, and did not extend to other Opens. To my knowledge, it is encouraged but not required to post replays of your matches, though the wording in the OP carries a heavy implication to do so that I don't particularly agree with.
