1 - Encore would be really nice, the second slot is a toss up for me really.
2 - Sturdy. I don't think Hail is viable enough to justify Ice Body and Own Tempo is situational at best. Sturdy at least secures a turn, plus it gets a gimmick in Mirror Coat.
