Out of curiosity, who did you get your answer from?

In order for the instance counter to tick, the sub actually has to activate. It never gets its first activation because the result of the sub's first activation was made illegal via Taunt. Therefore the sub never activated once, and can't have a second instance without a first.

Relevant quote, rule #3 of subs from the handbook:

A pokémon's substitutions activate whenever the trigger's conditions are met, a substitution with a higher priority has not already activated for that Pokemon, and the result of that activation is legally usable.
