EV: lots of HP, max out defense, bold nature, the rest in special attack. It should be around 255, if it's not around 30 in that range, stop, and put the rest in HP.

Other options: Confuse ray, Hidden Power (grass / electric).

Opinion: Nice pokemon. Good defenses. This thing can cause a lot of trouble.

Counters: electric types (ex:lanturn stops it dead), blissey.
