I'd recommend looking up a breeding guide if you don't know how to get perfect IVs. It's not easy to explain in just a reply lol.

I collected a bunch of 5IV HP Ice Electrikes and put them in the Day Care and then used an IV Calculator (http://www.metalkid.info/Pokemon/Calculators/IV.aspx) to check its speed when it was a high enough level. Eventually after like 2 fkn weeks I got 30 Speed IVs, which is the highest possible while retaining 60BP.

To be frankly honest, breeding HP Ice totally isn't worth it when Pokebank is coming out relatively soon (I think lol. Maybe it's already out.. idk). What I did was breed Timid 31/31/31/31/31/x Electrikes, went to the guy in Anistar City to check hidden power, and waited until it said Ice.
