If you want you can use them and implement them in PS, they are at the entire disposal of the Smogon community.
I have no problem in using the images to implement them in PS so that all the players in this community can enjoy them.

Did you make those avatars? I'd need permission from the person who did.

No, they are deviant art of this person (Belot419) which, as he indicates, we are free to use these avatars, the only thing he asks is to give him credit for such images.
Anyway, I contacted him privately and he told me that there is no problem. But if you want, I can ask again for permission and send you a screenshot granting such use permits for the avatars.
