The main point of Crunch < Poison Jab isn't really about hitting Grass types.... it mainly makes sure that Fighting-types can't switch in on him for free - and Hail isn't exactly a great counterplay...

I don't understand how hail would be "less stronger" in NU. One thing to note is that all strong abusers of Hail (Rotom-F, Glaceon, Walrein, etc.) are all stil in NU. These are all really the choices...
