I disagree with Oglemi, Specs should be the first slash, Leftovers second or in AC, and LO in AC imo. My best success with Eel has come from using it as a bulky Specs user, sort of like Specs Lanturn...

Or you can just use Adamant Tops and OHKO 100% (80%) of the time with +2 Stone Edge. Tops also needs to be Adamant to OHKO Rotom with +2 Aqua Jet and Misdreavus with +2 Stone Edge (all after SR)....
