Does RNG work the same way in 4th gen for Japanese cartridge (HG/SS)??

Before I start, thanks for those who helped last time, I've managed to get some good Pokes.
Since I can't reset my American HG cartridge, I'm wondering if this RNG abuse will work for a Japanese SS...
